This Supervisory Program Manager position is located in the TSA Training Academy, within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for managing all aspects of the TSA Training Academy, to ensure the workforce receives required training in the most effective, efficient, and economical way possible. You will need to apply creativity, leadership, and partnership and negotiation skills to ensure the successful implementation of the Academy. Typical duties include, but are not limited to:

  • Providing leadership to analysts and instructor staff, managing day to day operations of the TSA Academy, coordinating with the appropriate Federal Law Enforcement Training Center (FLETC) representative to ensure space, equipment, and logistics requirements are met to provide a positive learning environment for each training program delivered at the Academy.
  • Using approved funding and course requirements from OTWE HQ, to identify and implement the space, equipment, and logistics requirements to support training delivery, whether there are hard and fast deadlines or longer term strategies.
  • Independently performing continuous appraisal of the utilization of training resources to include facilities, student classroom experience, cost efficient delivery of training, overall effectiveness of the training program, and recommendations for improvements in order to accomplish program objectives and goals.
  • Communicating requirements and negotiating with FLETC representatives to secure the needed resources cost-effectively and in a timely manner.
  • Monitoring students \'classroom experience\' and identifying improvement opportunities for more effective and cost-efficient delivery.
  • Implementing new approaches and communicating with course developers to provide objective feedback for future courses.
  • Serving as the senior TSA representative for OTWE on site at FLETC, responsible for providing the appropriate level of diplomacy and professionalism necessary to coordinate, facilitate and host both internal and external stakeholder visits, to ensure visit objectives are met.


Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying expert knowledge of advance management and organizational principles and practices; applying planning, programming, and budgeting regulations, guidelines and processes to prepare long and short range planning guidance in accordance to program policies and objectives; and experience managing complex programs, establishing plans, organizing key reources, and managing budgets and performance outcomes along with establishing metrics to monitor, track and analyze program operations.



National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
