This Intelligence Operations Specialist position is located in the Intelligence Analysis Division, within the Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Collection Manager for the OIA, using your extensive knowledge of collection platforms and management of Signals Intelligence (SIGINT), Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT), Open Source Intelligence (OSINT), Measures and Signature Intelligence (MASINT), Cyber Intelligence, Digital Network Intelligence, and Counterintelligence (CI). Typical assignments will include but are not limited to:

  • Developing, coordinating, maintaining, and updating OIA Priority Intelligence Requirements, collection requirements, and collection support briefings to leverage intelligence collection capacity in support of the TSA counter-terrorism mission.
  • Mentoring OIA all-source intelligence analysts on developing collection requirements; understanding the capabilities and limitations of specific collection platforms using SIGINT,HUMINT, GEOINT, MASINT, and OSINT in all-source analytic intelligence products; providing source directed requirements; and submitting collection evaluations.
  • Collaborating with the DHS Intelligence Enterprise, Intelligence Community, and Law Enforcement Community to: synchronize efforts; bring awareness to TSA\'s collection requirements; and represent TSA at interagency intelligence collection meetings.
  • Applying existing intelligence oversight and guidance consistently and effectively to make decisions about access to foreign and domestic sources of intelligence information.
  • Eliciting and documenting intelligence information shortfalls, working independently with internal and external customer bases, and keeping customers apprised of the status of collection activities.
  • Producing executive quality written presentations and oral briefings that provide senior audiences critical information needed to make decisions regarding collection management policies and issues.
  • Advising OIA leadership on all aspects of collection requirement policies; ensuring the OIA collection requirements process adheres to doctrine, policy, procedures, and oversight requirements; and developing collection policies, procedures, and best practices for the OIA.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying collection management principles, policies, practices, precedents and methodologies to manage intelligence collection disciplines (e.g., Signals Intelligence (SIGINT), Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT),Open Source Intelligence(OSINT), Measures and Signature Intelligence (MASINT), Cyber Intelligence, Digital Network Intelligence, and Counterintelligence [CI]); and developing and maintaining collections requirements and collection support briefings to support an organization\'s counter-terrorism mission.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
