This Equal Opportunity Specialist position is located in the Multicultural Branch, Traveler Engagement Division, Office of Civil Rights and Liberties, Ombudsman and Traveler Engagement (CRL/OTE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as an advisor who represents the Branch with other offices and groups. The Multicultural Branch is responsible for ensuring that TSA’s security screening policies, procedures, and practices comply with all applicable civil liberties and civil rights laws, regulations, Executive Orders, and policies and do not discriminate against travelers on the basis of disability, race, ethnicity, national origin, religion, or gender. The Branch also maintains positive relationships and ongoing communities with members of multicultural communities. Typical duties include:

  • Investigating and analyzing allegations that may be complex due to such factors as disability, race, ethnicity, national origin, religion or gender, and complaints of discrimination/maltreatment due to being a member of a minority cultural group.
  • Providing guidance and expertise to participants in such investigations.
  • Providing outreach to multicultural groups; engaging in networking to build a coalition of multicultural groups and individuals who partner with Multicultural Branch to exchange information, concerns, procedures, practices, and the process for filing complaints.
  • Preparing leadership for meetings with stakeholder groups.
  • In conjunction with other TSA offices, preparing and providing Management Directives, Standard Operating Procedures, and training; and analyzing policy decision potential impacts on the traveling public.
  • Independently preparing analyses, commentary and advice, often in consultation with Branch Manager; collaborating with colleagues to ensure consistent messaging.
  • Serving on interagency working groups, as assigned, concerning multicultural issues.
  • Developing shift briefs, training materials, and webinars to inform the TSA workforce about issues concerning multicultural groups; alerting TSA workforce about the observance of religious holidays, and what associated behavior may be expected.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying Federal civil rights and liberties laws and regulations; and conducting inquiries or investigations into allegations of civil rights violations such as disability, race, ethnicity, national origin, religion, or gender.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
