This Supervisory Intelligence Operations Specialist position is located in the Operations Management Branch, Vetting Analysis Division, Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the section chief overseeing the work of about 150 personnel. You will be responsible for managing and directing all operational functions for personnel performing 24 hour/7 day watch duties across two geographically separated TSA field sites. Typical assignments include but are not limited to:

  • Implementing policies and achieving results that meet Secure Flight and TSA strategic watch listing and aviation security goals.
  • Overseeing complex intelligence and all source analysis of current and emerging threats to transportation security to include matching of individuals against watch lists and exercises, and directing operational control and collaboration with DHS components during threats.
  • Managing, directing, and approving the review of multiple Customs and Border Protection (CBP), Federal Bureau of Investigation (FBI), TSA and other information sources to produce timely intelligence products, reports, and briefings regarding upcoming, current, and emerging transportation threats.
  • Defining, identifying, and allocating resources in overseeing all Secure Flight passenger pre-screening, encounter, resolution, and reporting processes; guiding process assistance to over 200 air carriers covered under the Secure Flight program.
  • Identifying and resolving complex security problems and maintaining operational and situational awareness, escalating current threats to the Vetting Operations, TSA, CBP, and intelligence community leadership; ensuring incident management procedures are followed.
  • Providing direct leadership to six Secure Flight Operations Center (SOC) Watch Teams and resolving problems to ensure efficient application of TSA risk-based and vetting programs, improved efficiency, and improved employee knowledge and training.


Supervisory duties include: coordinating and managing projects; setting priorities; assigning work; monitoring and evaluating performance; coaching and developing employees; approving leave; and taking or recommending corrective/disciplinary actions as appropriate.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes senior intelligence analyst or manager level experience reviewing potential threats to the transportation operation and production of intelligence products, reports, and briefings.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
