This Supervisory Personnel Security Specialist position is located in the Security Threat Assessment Operations (STAO) Section, Law Enforcement Programs Branch of the Field Operations Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Adjudication Center\'s Supervisory Security Specialist, responsible for determining priorities, plans, administrative and data reporting modules to include managing the adjudication work efforts of a subordinate staff that reviews and adjudicates Security Threat Assessments (STAs) for assigned programs. Duties also include but are not limited to:

  • Monitoring and managing Adjudicator Teams’ caseloads to ensure timely and accurate processing of applicants’ credential requests, and ensures teams meet accuracy, timeliness, and productivity requirements as defined in regulations, policy guidance, and Standard Operating Procedures (SOPs). Provides case-specific guidance to Adjudicator Team Leads and Adjudicators as required.
  • Establishing and maintaining adjudication policies, regulations, and SOPs, including new policies and procedures, and coordinates activities related to start-up of newly assigned credential programs. Monitoring, analyzing and reporting on case management information to Adjudication Center (AC) management and other stakeholders at various levels both within and outside the AC. Issuing updated Guidance Memorandums. Oversees new Adjudicator training as needed.
  • Reviewing and approving or recommending denial of transportation worker, hazardous material endorsement, airport secure area, and other regulated credential applications as necessary. Determining need to obtain additional background information in order to render a decision. Documenting adjudication decisions in case comments.
  • Monitoring the status and adjudication of all cases referred to Investigations, Referrals, & Analysis (IR&A) for further investigation. Preparing documentation for preliminary investigation requests received from IR&A. Monitoring the status and adjudication of all Confidential Informant Applicants in coordination with Law Enforcement Investigations Unit (LEIU).
  • Providing training on use of external databases as necessary, including SAVE, Lexis, CLEAR, Intelink, CCD PIERS, etc. Manages user accounts and access rights for Screening Gateways.
  • When necessary, coordinating with credential program offices with regard to adjudication questions, inquiries, congressional requests, and FOIA requests. Conducting legal research for criminal offenses. Overseeing SAVE case monitoring and compliance. Submitting and monitoring cases submitted for correction and re-vetting in all programs when necessary. Conducting manual record checks via NLETS to obtain missing rap sheet information. Serving as liaison with various state law enforcement agencies to obtain miss rap sheet information. When required, scoring cases for FBI name checks. Conducting record checks in PACER when required. When needed, monitoring Revocation/Suspension cases and preparing and issuing Suspension Letters after coordination with the Office of Chief Council, LEIU, and IR&A.
  • Monitoring adjudication system performance for case processing issues. Identifying and reporting case processing issues in Screening Gateways and monitors resolutions. Conducting system user acceptance testing during and after normal business hours. Participating in defining and measuring productivity and Quality assurance goals for AC, and assists with preparation of related documents, standards, and metrics.


Supervisory/managerial duties will include planning both routine and complex work to be accomplished, assigning work, setting priorities and reviewing and evaluating work and performance of subordinates; coaching and developing employees; approving leave; taking, recommending or approving disciplinary actions; managing human resources, and applicable administrative policies and processes.

To qualify for the SV-J Pay band (equivalent to the GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 in the Federal Service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: applying expert knowledge of personnel security procedures, including employment suitability and/or security clearance investigative processes and procedures, criminal justice processes and procedures, and/or immigration statuses and procedures, to be applied to personnel security threat assessment process and procedures for credentials; interpreting various rules, such as Code of Federal Regulations (CFR) provisions and other relevant policies, requirements, etc., that govern adjudication programs and/or initiatives, at a level sufficient to develop and/or implement complex adjudication and redress policies, procedures, practices, etc. (including Federal and multi-state statues, Criminal History Record Information, and court proceedings and documentation); interpreting and applying (in management, advisory, review, and other capacities) regulations and specific agency personnel security directives, SOPs, etc., that may differ across adjudication programs and initiatives; utilizing extensive knowledge of databases, spreadsheets, etc. required in merging metrics data and generating charts, graphs, and other measurable reports.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
