DUTIES:

This Program Specialist position is located in the Business Operations Division, Human Resources Branch, Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will apply your advanced knowledge of program principles, concepts, regulations, practices, analytical methods, and techniques to perform routine, multiple, and varying assignments in your program area and serving as an individual contributor or team member under the general direction of a manager, project/program manager, team leader, or more experienced professional. Typical assignments include, but are not limited to:

  • Assisting in planning, developing, and implementing of OSC\'s processes, procedures, roles, and responsibilities for the OSC Award Program and the Employee Performance Management Program (EPMP) providing support quarterly and during the end of year.
  • Preparing OSC Award Program materials and forms for distribution to management officials, assisting with analyzing all award submissions, categorizing nominations into the various award categories, and assisting with the final award distribution list for senior level review.
  • Providing support in compliance with the annual requirement for administering the Employee Performance Management Plan (EPMP) for initial, mid-year, and end of year performance plans; making sure all performance plans are distributed to management officials on a timely manner while making sure clarity about completion deadlines and adherence to TSA guidelines are communicated clearly.
  • Serving as support for the OSC Telework Program providing guidance to personnel on programs components, tracking activity reports, and providing guidance on tracking in the WEBTA system for record keeping in compliance with agency guidelines.
  • Serving as the primary point of contact for WEBTA, providing advice and guidance on all payroll processing components while making sure critical programmatic updates on recent agency decisions with the WEBTA program are communicated throughout the organization in compliance with program requirements.
  • Providing periodic training as needed to OSC personnel on new features of the WEBTA system to include instructions, communicating pay codes for inclusion in system, and providing overall support when assistance is requested for correcting erroneous time keeping functions.
The major duties described above reflect the full performance level of this position. Typically, at the lower pay band (Pay Band G) you will perform the same duties, but will receive more guidance and training; and projects or work assignments may be less complex.

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying program principles, concepts, practices, analytical methods, and techniques to assist with administrative processes and procedures; interpreting directives, regulations, and policies related to human resource and office administration; and using computer software programs (such as Microsoft Word, Access, Excel, and Power Point) to produce reports and other program communications.

OR B. Education: Completion of a Ph.D. or equivalent doctoral degree in a related field;

OR three (3) full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.

OR C. Combining of Education and Experience: Combinations of successfully completed higher level graduate courses (beyond the second year) leading to a doctoral degree and specialized experience that would total one year in combination to meet the specialized experience requirements for this position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Applicants who meet the qualifications listed above based on education or a combination of education and experience MUST provide proof of education such as a list of completed college courses including the number of semester or quarter hours, the name of the school and date of degree; or a transcript from an accredited college or university. The information must be provided as an attachment to the application by the closing date of the announcement. If selected, the candidate must supply a transcript or certification of degree before appointment.

Such experience includes applying program principles, concepts, practices, analytical methods and techniques to implement administrative processes and procedures; interpreting and analyzing directives and regulations in order to perform administrative duties in a human capital environment; and using computer software programs (such as Microsoft Word, Access, Excel, and Power Point) to analyze data and produce reports and other program communications.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
