This Program Analyst position is located in the Systems Operation Control Section (SOCS), Operations Branch, Flight Operations Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for performing a wide range of analyses and evaluations. Duties include but are not limited to:

  • Using quantitative or qualitative analyses, to meet planning missions, workforce redirections, changes to flight schedules and day of operations while meeting SOCS objectives and CONOPS.
  • Planning, coordinating and conducting special complex and in-depth analytical studies to improve programmatic operations with FAMS Scheduling and Reservations Systems and providing recommendations to mitigate Identified vulnerabilities to FAMS Senior Leadership, as well as, receiving, analyzing, developing and tracking complex software applications from multiple sources pertaining to FAMS Scheduling and Reservations Systems.
  • Providing professional guidance in monitoring and evaluating existing software solutions and programs for developing and implementing innovative approaches and long term improvements that enhance system and workflow user controls. Developing required documents for software solutions and working concurrently with system development teams, prioritizing work and maintaining proposed time lines.
  • Performing comprehensive audits of all related MSNS systems and the applicable access levels required for each system. Performing “User Access Control” of (8) MSNS systems for SOCS, Field Offices and FAMS Head Quarter users.
  • Serving as a security threat assessment investigative Subject Matter Expert, conducting quality control assurance compliance evaluations of the MSNS software applications, functionality, and user workflow.
  • Evaluating business processes that are used within the FAMS Scheduling system, including Aircrews, SABRE, MOCAutomation, Field Automation, NGPortal, FAMIS, Crystal reports and Real Time Flight Display (RTFD).

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes using comprehensive knowledge of the various applications contained in the Mission Scheduling Notification System (MSNS) applications utilized for building, scheduling, repairing, researching and notifying FAMs mission assignments; using comprehensive knowledge of quality assurance compliance methods used to monitor performance and readily identify discrepancies or irregularities within these applications; using advanced technical skills and knowledge of the SABRE Reservation System with proficiency and in-depth work experience using flight information displays, ticketing formats, history displays (PNR, Stars, EPR) and all required PNR elements, star processes, queue placement and removal, quality control measures and QIK application; using comprehensive knowledge and technical skills of the FAMS Scheduling System (Aircrews) including proficiency and in-depth work experience with Filter OAG, Filter OPS, Pairing Editor, Roster Editor, Roster History, maintenance database, reporting functionalities, quality control measures, and application of rule sets to meet agency CONOPs; using quantitative and qualitative analyses to evaluate methods and techniques to identify and advise on problems and program initiatives in areas related to MSNS, SABRE and Aircrews; planning, organizing, directing and reporting on projects involving controversial and sensitive issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
