This Program Analyst position is located in the Systems Operation Control Section (SOCS), Operations Branch, Flight Operations Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for performing a wide range of analyses and evaluations. Duties include but are not limited to:
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes using comprehensive knowledge of the various applications contained in the Mission Scheduling Notification System (MSNS) applications utilized for building, scheduling, repairing, researching and notifying FAMs mission assignments; using comprehensive knowledge of quality assurance compliance methods used to monitor performance and readily identify discrepancies or irregularities within these applications; using advanced technical skills and knowledge of the SABRE Reservation System with proficiency and in-depth work experience using flight information displays, ticketing formats, history displays (PNR, Stars, EPR) and all required PNR elements, star processes, queue placement and removal, quality control measures and QIK application; using comprehensive knowledge and technical skills of the FAMS Scheduling System (Aircrews) including proficiency and in-depth work experience with Filter OAG, Filter OPS, Pairing Editor, Roster Editor, Roster History, maintenance database, reporting functionalities, quality control measures, and application of rule sets to meet agency CONOPs; using quantitative and qualitative analyses to evaluate methods and techniques to identify and advise on problems and program initiatives in areas related to MSNS, SABRE and Aircrews; planning, organizing, directing and reporting on projects involving controversial and sensitive issues.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Best Qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors and are highly proficient in all requirements of the job and can perform effectively in the position;
Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and
Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
