This Information Technology (IT) Specialist position is located in the Operations Engineering Division (OED), Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as an Engineering and Contributing Specialist for IT Infrastructure in support of the systems engineering enterprise operations, processes, and Systems Engineering Life Cycle activities for the TSA\'s OIT Operations and Engineering Division. Typical assignments include but are not limited to:

  • Planning, analyzing, developing, implementing, maintaining, and enhancing information systems requirements, policies, procedures, and tools to ensure the confidentiality, integrity, and availability of systems, networks, and data.
  • Performing technical analyses and methodological assessments, and reviewing a wide range of information systems in terms of design, development, implementation, approval and periodic evaluation, and in provision of a variety of operational, data processing and analysis services to TSA. Developing, implementing and testing systems to evaluate compliance with specifications and requirements; leading, supporting and promoting the protection of the IT infrastructure by incorporating IT Security and Cybersecurity requirements, technologies and processes in all engineering projects and activities.
  • Supporting a variety of technologies in infrastructure operations, engineering and system projects (e.g., installation of new operations technical environments or engineering support of various systems capabilities, patches, upgrades and releases); defining requirements and identifying integration issues; supporting the installation, customization, testing, and implementation of the technical infrastructure operating environments; supporting the evaluation of the impact of new and proposed applications on the operating environments; supporting the implementation of changes to ensure the functionality and stability of the operating environment; and briefing management on all infrastructure operations projects.
  • Serving as the Project Lead for work necessary to design, implement, maintain, or modify information technology systems and networks that are critical to the success of the TSA. Employing standard project management practices in conjunction with the indicated technical knowledge and experience.
  • Monitoring contractor progress, policies, procedures, techniques, methods and management controls affecting TSA hardware, software, and overall concept of operations. Interfacing with Contracting Officers and certifying as the Contracting Officer Representative (COR) or related programs.
  • Providing oversight and management of vendors during operational incidents and outages to ensure qualitative accurate and timely root causes analyses; providing customer support coordination and ensuring timely resolution to outstanding performance issues.
  • Performing requirements analysis of program and project plans for the Operations and Maintenance (O&M) aspects of the system infrastructure to ensure O&M requirements are properly addressed; developing IT policy and guidance in the O&M areas of responsibility.

FOR ALL IT POSITIONS: Applicants must possess IT related experience demonstrating each of the four basic competencies listed below.

  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.
In addition to the above requirements, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes leading engineering for IT infrastructure technical projects; applying project management practices such as the System Development Life Cycle, system design and development, and scheduling; and monitoring contractors and providing oversight to ensure technical requirements, cost, and objectives are met.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
