KEY REQUIREMENTS

This Supervisory Personnel Security Specialist is located in the Personnel Security Section, Security Branch of the Security Services and Assessments Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Chief for the Personnel Security Section, responsible for overseeing TSA’s Personnel security programs, including policy, adjudication, operations, records management, etc., covering TSA employees, contractors, candidates, and affiliates (e.g., FFDOs). Duties also include but are not limited to:

  • Managing multiple subordinate units to accomplish the work.
  • Maintaining a continuous review of TSA-wide personnel security and suitability/fitness processes affecting every organization within TSA as well as its external customers and partners.
  • Developing goals, objectives, and plans for each of the program areas, ensuring consistency with the overall guidelines established by the Chief Security Officer and TSA leadership.
  • Coordinating across TSA Program Offices to anticipate and plan to accommodate existing and new personnel security requirements, such as special requirements for high-volume hiring and other events that affect personnel security resourcing and work planning decisions.
Supervisory/Managerial duties includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-K Pay band (equivalent to the GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 in the Federal Service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: applying expert knowledge of principles, concepts, policies, practices, and methods associated with personnel security administration (e.g., suitability/fitness reviews and adjudicative guidelines, Federal personnel security regulations, TSA-specific criteria, and investigative standards);utilizing expert knowledge of procedures and regulations for reviewing, evaluating, and making decisions based on multi-level investigations of employees, candidates, etc.; employing extensive knowledge of the Government-wide national security system and the Office of Personnel Management’s (OPM) adjudicative system; and exhibiting a thorough understanding of the organization and responsibilities of TSA,DHS, and components of the executive branch in order to accomplish day to day functions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
