This Training Instructor position is located in the TSA Training Center, in the Law Enforcement and Industry Training Division (LEITD), within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a lead Training Instructor providing suggested training revisions and conducting training delivery of established curriculum. Typical duties include but are not limited to:

  • Creating realistic training scenarios for inclusion in the instructor and student lesson plans to enhance curriculum, training tools, and course content. Providing advice and guidance on the application of training policies and procedures, and defining new training approaches.

  • Serving as principal technical specialist, providing expertise in identifying appropriate changes to training materials and documenting potential changes for coordination with LEITD resources responsible for the design and development of course materials, to create realistic training scenarios for inclusion in instructor and student lesson plans, and to ensure the training objectives are achieved.

  • Reviewing and assisting with the development of, and implementation of training plans and schedules to assigned areas of expertise, to continuously monitor performance, integrity, and effectiveness of training programs.
  • Participating in or leading training courses, workshops, seminars, and conferences to promote the TSA Training Center\'s overall training programs.
  • Collaborating with senior leadership, program offices, DHS or other Federal officials, vendors, and the general public. Representing the branch or division on internal and external work groups in support of priority and agency-level training initiatives.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such experience includes applying transportation security policies, directives and regulations to design, develop and evaluate training programs; AND experience applying training instruction methods and techniques to law enforcement or security program activities; AND experience reporting and evaluating the effectiveness of training programs and making recommendations.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
