This Management Analyst position is located in the Business Management Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be analyzing and evaluating changes in program plans and funding for a segment of the CAO personnel, compensation, and benefits budget, and identifying their effect on CAO milestones. Typical duties include but are not limited to:

  • Identifying and proposing solutions to complex Human Resource (HR) and budget problems. Reviewing policies and precedents in order to make recommendations for applying them to sensitive or controversial cases or problems.
  • Devising comprehensive studies and proposals for budget forecasting and analysis to execute specific allocations, while analyzing and projecting the implications and potential effects of budgetary actions on program viability.
  • Analyzing systems, processes, and procedures used within the Business Management Office to devise recommendations to garner efficiencies and assist leadership in reducing time and expenditures. Providing management with proposals and solutions to challenging HR and financial issues and seeking advice from the Office of Finance and Administration and the Office of Human Capital when needed for solutions and methodology.
  • Developing, delivering, managing, and maintaining HR information systems and contributing to and managing content for numerous SharePoint systems. Providing recommendations for improvements to systems and processes to improve operational efficiency.
  • Researching new or revised business and management practices, policies, and guidance and applying findings to the analysis and evaluation on a quantitative and qualitative basis of the efficiency and effectiveness of Human Resources and budget execution.
  • Analyzing, interpreting, and developing guidance involving compensation administration in accordance with applicable TSA policies, and advising CAO senior leadership of compensation flexibilities.
  • Serving as the primary technical specialist and liaison working with stakeholders on items related to position classification, recruitment, staffing, pay setting, employee relations concerns, Voluntary Leave Transfer Program cases, Employee Performance Management Program actions, formal and informal performance awards, incentives, recognition, and other various human resources related functions.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-G Pay Band (equivalent to GS-11), you must meet one of the following:
A. Experience: You must have one year of specialized experience at the SV-F Pay Band or GS-9 in the Federal Service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes assisting in the evaluation of human resource operations; assisting in planning, scheduling, and conducting studies; and using a variety of software to analyze and report on program data (i.e., SharePoint, Word, Access, Excel, PowerPoint).

OR
B. Education: Completion of a Ph.D. or equivalent doctoral degree in a related field;

OR three (3) full years of progressively higher level graduate education leading to such a degree; OR a LL.M., if related.

OR

C. A Combination of Experience and Education: Combinations of successfully completed graduate level education (beyond the second year) and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one (1) year of full-time study requirement.

Applicants who meet the qualifications listed above based on education or a combination of education and experience MUST provide proof of education such as a list of completed college courses or the date and school of degree including the number of semester or quarter hours or a transcript from an accredited college or university. The information must be provided as an attachment to the application by the closing date of the announcement. If selected, the candidate must supply a transcript or certification of degree.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on human resources problems, programs, or initiatives; experience in conducting studies to evaluate the effectiveness and efficiency of work operations to improve and support human resources and budget execution functions; and using a variety of software to analyze and report on program data (i.e., SharePoint, Word, Access, Excel, PowerPoint).

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
