DUTIES:

This Supervisory Human Resources Specialist position is located in the Office of Human Capital (OHC), Policy Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Division Director of the Policy Division. You will oversee and guide the development and issuance of all TSA directives and policies relating to employment and workforce programs including unique programs that are not normally available in other Federal agencies. Typical assignments will include:

  • Overseeing and guiding the development and issuance of directives and policies governing workforce programs such as hiring, classification, reorganization, executive resources, and retention; pay programs, pay claims/disputes, special salary issues, incentives, employee recognition, and pay for performance; leave programs, hours of duty, employee standards of conduct, performance and misconduct problems, and grievance/appeal procedures.
  • Ensuring that flexibilities afforded to TSA under the Aviation Transportation Security Act (ATSA) are fully utilized.
  • Coordinating and developing comments regarding proposed legislation that might impact TSA’s human resources system and statutory authority; keeping current on proposed legislation that might impact TSA’s human resources system and statutory authority.
  • Providing expert advice, guidance, and assistance in solving unique or extremely difficult policy issues, and understanding the impact of policy decisions across TSA.
  • Providing briefings to Congressional staffers, other Federal and state agencies, and TSA senior leadership regarding TSA’s statutory authorities impacting human resources management.
  • Collaborating with other internal Division Directors under the Policy and Management Directorate as well as external colleagues in customer organizations.
Supervisory duties include: setting priorities; assigning work; monitoring and evaluating performance; providing input to budget needs; coaching and developing employees; approving leave; and taking or recommending corrective/disciplinary actions as appropriate.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes serving as a technical expert advising on, and applying human resources (HR) laws, regulations, policies, and procedures to develop and interpret policy guidance; establishing organizational performance measures and metrics; and communicating program goals and requirements to a variety of audiences in meetings, training presentations, or briefings.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
