This Program Analyst position is located in the Security Operations Training Division (SOTD), within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as Technical Project Lead within the Security Officer Training Branch, and will be responsible for planning and carrying out complex analyses and develop solutions to a range of complex system issues involved with the design, development, implementation, and maintenance of computer based training programs, including simulators. Typical duties include, but are not limited to:

  • Analyzing and resolving complex system issues involved with the design, development, implementation, and maintenance of computer based training programs, including simulators.
  • Providing tactical advice on issues and efforts involving IT systems and considers the technical capabilities/limitations of IT and non-IT devices.
  • Performing project management and analytical duties for technology training projects. Defining work scope, identifying milestones and developing schedules. Monitoring cost, schedule, and performance. Developing and maintaining risk registers to identify project risk and develop mitigation strategies for each assigned project.
  • Coordinating and developing project planning documentation, including project plans, cost estimates, and cost, schedule, performance and benefits baselines.
  • Monitoring key technical developments and operational trends in order to identify potential improvements to existing training products.
  • Serving as a technical monitor for image development tasks to assist Contracting Officer\'s Representative in monitoring contract activities and performance.
  • Ensuring critical processes are used during development, delivery and quality assurance checks, image standards, and mature change control process; evaluating OTHER Training Computer Allocation Studies and networked training computer\'s IT configuration to better support TSP training and testing.
  • Technical liaison for IT related requirements.
  • Leveraging working relationships with OINT, improving processes and relationships with stakeholders, as well as inter-office partnerships with OS, OS, OH and OINT.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying advanced knowledge of project management principles for information technology projects to plan, develop, implement and maintain a variety of programs and simulators; AND applying quantitative and qualitative techniques to evaluate and report the engagement and effectiveness of a program and recommending program improvements to systems or processes.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
