This Supervisory Program Analyst position is located in the Process Optimization and Implementation Branch, Mission Architecture and Process Innovation Division, within the Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Branch Manager, Process Optimization and Implementation, responsible for performing a full range of duties over at least five government employees and oversight of approximately 10 contractors. You will lead the highly complex continuous improvement and optimization program for all of the OIA. This includes OIA\'s Enhancing Intelligence Capabilities Strategic Initiative, the Architecture Definition Program, and more than a dozen subordinate OIA and TSA wide projects that cross multiple divisions and offices. Typical assignments include, but are not limited to:

  • Planning for overall team delivery of OIA-wide and interoffice process improvement initiatives. Ensuring branch resources provide required implementation services to each OIA entity in line with the prioritization of project work set by the OIA project governance processes.
  • Managing a team responsible for technical and management advisory activities required to implement changes and the ongoing function of measuring process performance and identifying improvement opportunities.
  • Designing, coordinating implementation, and monitoring the resulting business processes for OIA/Mission Architecture and Process Innovation (MAPI) initiatives across all of TSA; coordinating deliverables from multiple contractors; ensuring the timelines are met, and approvals are obtained and coordinated through OIA and TSA..
  • Briefing the OIA Senior Executive Leadership Team and other senior leaders, and providing explanations of analyses and recommended actions.
  • Ensuring the necessary policy and regulatory framework is in in place to support the implementation and operation of OIA initiatives.


Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes using qualitative or quantitative analysis methods to perform research and identify measures or indicators of system or program performance; and applying continuous process improvement methods to identify, analyze, design, and recommend solutions for process improvement activities.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
