This Operations Research Analyst is located in the Visible Intermodal Prevention and Response Program (VIPR) Section, Law Enforcement Programs Branch, Field Operations Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration, Department of Homeland Security (DHS). If selected for this position, you will be responsible for serving as the resident expert, leading complex analyses and studies on a quantitative or qualitative basis, formulating overall concepts, evaluating findings and recommending solutions in order to determine the effectiveness of field programs or operations and meet established goals, measures and objectives. Duties also include but are not limited to:

  • Performing a wide range of analyses and evaluations on a quantitative or qualitative basis to measure the effectiveness of field programs or operations to meet established goals, measures and objectives.
  • Participating in TSA/OLE/FAMS meetings with other management officials to discuss major VIPR program changes, performance metrics, budget projects, formulations, executions, and justifications.
  • Providing an analysis of significant financial management issues pertaining to the VIPR program.
  • Developing short-term and long-term VIPR program operational plans, goals, objectives, and milestones for evaluating and measuring the effectiveness of field office operations.
  • Utilizing operating factors such as cost-effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
  • Coordinating, and conducting special analytical studies and projects of major concerns to improve programmatic operations.
  • Reviewing and analyzing draft regulations, manual chapters, policies and directives.
  • Drafting comments or referring the proposed issuance to the appropriate group for comment, and collecting and integrating the various responses.
  • Providing recommendations, options, and solutions to problems identified in the course of conducting analyses.
  • Preparing management and statistical reports and briefing senior management in FLD and other officials.
  • Attending and planning meetings, conferences and workshops on behalf of FLD.
  • Establishing and maintaining effective working relationships with internal and external peers and senior management to discuss the status of projects/programs or to share information.
  • Analyzing organizational policies and procedures, and making recommendations for improvements.
  • Developing a variety of written documents pertaining to FLD programs and operations.
  • Performing other duties as assigned.
The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band I performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: using advanced knowledge of calculating program effectiveness and efficiency using different evaluation methodologies; using mathematics, statistics, and mathematic techniques for scheduling analysis to assess programs effectiveness and vulnerabilities; using qualitative and quantitative analysis to assess programs effectiveness, efficiency, and productivity; using advanced knowledge in planning and evaluating performance measures and metrics; developing operational goals for short and long term field office operations and documenting the results of project studies; using advanced knowledge of Microsoft applications (Excel and Access) with extensive experience with data cleansing, conditional statements, pivot tables, and VBA scripts and macros; managing complex projects from definition to completion with little to no supervision; using advanced abilities to discuss project/program status and share information at an executive-level in meetings, briefings and presentations and providing guidance and consultative advice while coordinating and integrating team work efforts.
