This Information Technology (IT) Specialist (INFOSEC) position is located in the Compliance and Policy Branch, Information Assurance and Cyber Security Division, within the Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a contributing specialist in the execution of Risk Management Framework for TSA\'s IT systems and the execution of the DHS Information Security Performance Plan, which ensures compliance with the Federal Information Security Management Act of 2002 and the Federal Information Security Modernization Act (FISMA) of 2014. Typical assignments include but are not limited to:

  • Ensuring compliance with information security laws and regulations such as FISMA, Office of Management and Budget (OMB) Circular A-123 (current version) and OMB memo 14-03.
  • Supporting successful completion with low findings for internal and external TSA audits to include Technical Vulnerability Audit (TVA), Information System Security Audit (ISSA), Privileged Account Audit (PAA), and Security Event Testing (SET) reports. Supporting Office of Inspector General (OIG), FISMA, and GAO external audits.
  • Ensuring that audit activities effectively evaluate compliance of IT systems with National Institute of Standards and Technology (NIST), TSA, and DHS security policies and standards.
  • Analyzing system boundary, network diagrams and configurations, emerging security technologies, deployment strategies, and other security protocols.
  • Supporting the enhancement of a technical audit program (e.g., designing templates, developing security-related policies and associated documentation, and aligning assessments to Federal policies.
  • Providing guidance on contractors\' workflow and reviewing reports produced.

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.

In addition to the requirements for all IT positions, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience must demonstrate you have applied knowledge of risk management principles, procedures, requirements, regulations, policies, and Federal mandates in conducting information technology systems audits at an organization or entity level in order to prepare or to contribute to preparation of reports that identify material weaknesses or vulnerabilities; and experience interpreting and applying information from written, technical documentation (i.e., technical materials, rules, regulations, instructions, reports, charts, graphs, or tables) in order to present estimates of the significance of information technology systems risks, required corrective actions and security countermeasures.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
