This Human Resources Specialist position is located in the Work Life Division, within the Office of Human Capital (OHC)/Workforce Programs Directorate, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as Human Resource (HR) Specialist providing consultation and advisory services to managers and employees in order to execute the Agency-wide reasonable accommodation process. You will be conferring and collaborating with both internal and external stakeholders, to ensure that reasonable accommodations are provided to employees or applicants with disabilities in a timely and accurate manner, addressing inquiries, issues and concerns as they occur. Typical assignments include but are not limited to:

  • Effectively managing and processing TSA Reasonable Accommodations (RA) Program cases assisting involved parties through the process and resolution of the request.
  • Facilitating the obtaining and reviewing of medical information related to reasonable accommodation requests. Maintaining case information and various reporting data within an integrated database system; extracting information for a variety of recurring reports.
  • Applying pertinent laws, regulations, policies and precedents regarding reasonable accommodation to process requests and manage related support resources; resolving major issues in alignment with program goals and objectives and ensuring efficient and effective work processes and administrative operations. Providing options and recommendations for management\'s review regarding very complex cases.
  • Analyzing the duties and requirements of employee positions in order to conduct technology assessments and work site evaluation to identify possible barriers or necessary adaptions.
  • Processing Disability Retirement Certification (SF-3112D) to include reviewing and completing the Form 3112 D based on provided information and documentation; and reaching out to the employee or HR Point of contact to obtain missing or additional information.
  • Providing training to supervisors and managers on the policies and procedures of the TSA reasonable accommodation program.
  • Serving as Management Control Objective Plan (MCOP) Technique Process Owner (TPO) for the reasonable accommodation program, ensuring applicable audits and assessments are conducted in a timely manner and are in compliance with associated guidelines and policies.


The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band H) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band, (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities required to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying knowledge of human resources laws, regulations, policies, and programs (e.g., Americans with Disabilities Act, Rehabilitation Act, Equal Employment Opportunity Commission [EEOC] guidelines, workforce diversity and inclusion, case management, and special placement hiring initiatives) involving reasonable accommodations.

To qualify for the SV-I Pay Band, (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities required to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying knowledge of human resources laws, regulations, policies, and programs (e.g., Americans with Disabilities Act, Rehabilitation Act, Equal Employment Opportunity Commission [EEOC] guidelines, workforce diversity and inclusion, case management, and special placement hiring initiatives) in processing reasonable accommodations requests; and analyzing issues and recommending solutions to management regarding reasonable accommodations cases.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Best Qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors and are highly proficient in all requirements of the job and can perform effectively in the position;

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
