This Transportation Security Specialist position is located in the Aviation Programs Branch, Law Enforcement and Industry and Training Division, within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will be serving as a liaison and senior advisor providing comprehensive consultation to senior management both internal and external to TSA; developing, interpreting and advising department and airline executives on a broad range of policies and regulations. Typical assignments include but are not limited to:

  • Representing the Federal Flight Deck Officer (FFDO) in negotiations with pilots. Serving as a technical expert and senior advisor to the Branch Manager, Aviation Programs Branch, Law Enforcement Industry Training Division, Office of Training and Workforce Engagement managing the FFDO Program.
  • Ensuring alignment of organizational goals and policies and the requirements of programs or other work activities. Reviewing, evaluating, and recommending improvements to complex aviation security activities and related programs.
  • Developing and administering innovative solutions for FFDO plans and policy, and guiding implementation within the FFDO program. Interpreting aviation regulations and TSA policy. Implementing aviation security programs. Performing complex studies and evaluating existing and proposed policy.
  • Advising and consulting on aviation processes and their impact on the OTWE and FFDO Program. Establishing and maintaining relationships with other Federal, state and law enforcement at all levels, including those from private industry.
  • Articulating Branch goals and objectives to local, state and Federal law enforcement partners and transportation security stakeholders. Facilitating meetings with multiple airline organizations.
  • Representing the FFDO Programs the principal point of contact with airline stakeholders and coordinating information exchange with senior leadership. Directing incident notifications to appropriate individuals, stakeholders, security partners and designated groups; directing stakeholder actions in response to aviation incidents; developing and refining research techniques to gather open source information on people, places, and conveyances involved in aviation security incidents.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying administrative and organizational regulations, policies, procedures, and guidelines to conduct analyses and evaluation of management and program initiatives and activities; and applying project management principles and theories, and leadership and organizational effectiveness principles to provide guidance to staff and management.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

•Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and
•Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
