DUTIES:

This Information Technology (IT) Specialist (INET) position is located in the IT Communications and Training Branch, Mission Support Division, Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a non-supervisory Information Technology Webmaster in the OIT IT Communications and Training Branch, responsible for the oversight, design, and content management across the OIT Team and Enterprise Intranet sites. Typical assignments include but are not limited to:

  • Applying cybersecurity processes, principles, and techniques to manage and ensure the content is regularly reviewed, up-to-date and current, and that security mechanisms are in place across OIT intranet sites.
  • Reviewing policies and procedures to ensure appropriate accessibility (permissions) and to prevent unauthorized access to systems and data.

  • Performing needs analyses to recommend opportunities for new or improved processes associated with management and governance of the intranet site and data.

  • Consulting with customers to identify requirements for new sites or features, or to troubleshoot issues with existing sites and features, and responding to their needs in an environment that is rapidly emerging with new requirements.

  • Communicating using a mix of communication tools, including online content, multimedia, print, interactive diagrams, and posters.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

FOR ALL IT POSITIONS: All applicants must possess IT-related experience demonstrating each of the four basic competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.


In addition to the requirements for all IT positions, to qualify for the SV-G Pay Band (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, or C) as outlined below.

A. Education: If you are attempting to qualify in whole or in part on the basis of education, such education must include a bachelor’s or higher degree from an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

B. Experience: For those applicants qualifying using experience, your experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

C. Combining Experience and Education: Combinations of successfully completed post high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal 100 percent to qualify for that band level.

Applicants who meet the qualifications listed above based on education or a combination of education and experience must provide proof of education, such as a list of completed college courses or the date and school of degree (including the number of semester or quarter hours) or transcript(s) from an accredited college or university. The information must be provided as an attachment to the application by the closing date of the announcement. If selected, you must supply a transcript(s) or certification of degree.

In addition to the requirements for all IT positions, to qualify for the SV-H Pay Band (equivalent to GS-11/12), you must meet one of the qualification requirements (A, B, or C) as outlined below.

A. Experience: For those applicants qualifying using experience, your application must clearly outline one year of specialized experience at the SV-G Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying includes applying information technology cyber security regulations, standards, policies, rules and procedures in order to plan, design, test, implement and manage an internet site, including content management and site governance.

B. Education: Completion of a Ph.D. or equivalent doctoral degree from an accredited college or university in a related field; or three full years of progressively higher level graduate education leading to such a degree.

OR

C. Combining Education and Experience: Combinations of successfully completed graduate education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the band level; then determining the education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal 100 percent to qualify for that band level.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
