DUTIES:

This Program Analyst position is located in the Security Operations Training Division (SOTD), within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will manage, direct, conduct and participate in highly complex and multi-phased projects and studies to ensure security operations training programs and support initiatives are leveraging TSA operational, audit and testing data to maximize effectiveness. Typical assignments include, but are not limited to:

  • Assigned lead responsibility for conducting the most complex risk assessments involving integrity of critical and complex TSA programs, processes, and resource management tools.
  • Exercising leadership in a subject area by providing guidance to less-experienced analysts or administrative support staff; leading large project/program teams; defining and developing internal policies and procedures; and predicting potential issues and proposing preventative actions.
  • Interpreting broad policies or objectives related to a program area and often drafts, edits, and reviews new policies, procedures, and methodologies consistent with overall TSA operating requirements and strategic objectives.
  • Assessing and validating training support requirements through analyzing organizational performance data, consulting with program offices and subject matter experts, and conducting surveys, interviews, and focus groups.
  • Making recommendations to higher management for improving the effectiveness of operational performance and efficiency of administrative processes; analyzing complex organizational and operational problems and recommending timely and practical solutions, adjusting work operations to meet exigent or dynamic program requirements.
  • Applying a comprehensive knowledge of the technical aspects of the work directed; detailed logistical and training support policies and procedures and detailed understanding of the objectives of the organizational unit. Contributing to the budget planning process and the short-term and long-term project/program requirements.

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying advanced knowledge of training programs and initiatives to assess and make recommendations for improving the efficiency and effectiveness of security operations training initiatives; applying principles, methods, and tools for developing and implementing program measures and metrics; and experience using iShare or other web-based information technology methodologies.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
