This Transportation Security Specialist position is located in the Office of Intelligence and Analysis (OIA), Risk Analysis Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for developing and implementing risk methodologies. You will assist the branch chief in the development and continuous enhancement of TSA\'s risk methodologies. Typical assignments include but are not limited to:

  • Leading the implementation of TSA\'s new or enhanced risk methodologies. Researching and evaluating terrorism risk methodologies in use at other government agencies and in the private sector, and leveraging that knowledge to enhance TSA\'s risk methodologies. Conducting peer reviews of TSA risk assessments and methodologies.
  • Performing data collection and quantitative analysis. Gathering and analyzing data specific to threat, vulnerability, and consequence data for use in the Transportation Sector Security Risk Assessment (TSSRA) and the Mission Risk Knowledge Center (MRKC). Leading the process of eliciting threat vulnerability and consequence estimates from subject matter experts.
  • Leading the application of microeconomic and macroeconomic concepts and principles in the terrorist risk management area as applied to the TSSRA. Assisting the TSA/Office of Security Policy and Industry Engagement (OSPIE) economists in the development and analysis of economic modeling data of terrorist attacks.
  • Serving as a project lead responsible for leading the coordination and planning for strategic terrorism risk or threat projects. Leading the coordination of meetings with intelligence analysts at TSA and with transportation sector stakeholders in the public and private sectors.
  • Participating on the TSA Integrated Project Team (IPT) that develops and supports the TSA MRKC databases.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying transportation security policies, procedures, practices and regulations to lead the coordination and planning for strategic terrorism risk threat assessments; and applying quantitative and qualitative techniques to analyze and interpret multi-source data and drawing conclusions to determine the potential for terrorism-related threats.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
