KEY REQUIREMENTS

DUTIES:

This Transportation Security Specialist position is located within the Investigations, Referrals, and Analysis Unit, Security Threat Assessment Operations Section (STAO), Law Enforcement Programs Branch, Field Operations Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will support the completion of Security Threat Assessments for TSA. Duties include, but are not limited to:

  • Performing multiple, varying and complex technical and analytical duties for projects and programs to improve the overall security of the transportation system, authorize access to sensitive areas of airport facilities and make waiver determinations related to federally restricted airspace.
  • Performing complex analyses in reviewing background information to determine potential criminal nature; reviewing background information to grant clearance (endorsement) to individuals to operate all forms of commercial vehicles (planes/trains/trucks/boats); reviewing personal/historic information and looking for discrepancies in information and scoring each application based upon the information collected.
  • Using knowledge regarding the relationships among the criminal investigative jurisdictions of various agencies to determine the appropriate sources for referral. Referring to other law enforcement and intelligence agencies, as appropriate, immigration violations, fraudulent documents and other criminal offenses, and preparing pertinent documentation and recommending the appropriate course of action for the referral. Spending approximately 30% of the time serving as a liaison to other law enforcement agencies for coordination to alert other enforcement agencies of HITS found via Law Enforcement systems which may impact other enforcement missions.
  • Reviewing all available information (e.g. credentialing information) and preparing Reports of Investigation (ROIs); preparing additional correspondence as necessary; maintaining records and case files.
  • Coordinating and interacting with law enforcement members of Federal, State and local government, as well as representatives of industry in pursuit of strong transportation security and safety objectives. Establishing, developing, and maintaining cooperative relationships with federal, state and local law enforcement, intelligence, and inspection agencies for the timely exchange of information on a national and/or international level.
  • Representing the TSA at law enforcement meetings, briefings, conferences, and hearings, etc. with officials of other law enforcement Federal agencies, State, County, and local authorities, industry groups and the public on matters related to the enforcement of transportation security. Providing guidance to other staff members in solving difficult technical issues.

The major duties described above reflect the full performance level of this position. Typically, the lower Pay Bands (Pay Bands G and H) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-G Pay Band (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below.

A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of progressively responsible general experience, one year of which was equivalent to at least GS-4 in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the ability to analyze problems, gather pertinent data and recognize solutions, plan and organize work and communicate effectively orally and in writing.

B. Education: Bachelor\'s or higher-level degree in any field from an accredited college or university.

OR

C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

To qualify for the SV-H Pay Band (equivalent to GS-11/12), your application must clearly outline one year of specialized experience at the SV-G Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position being filled. Such experience includes: user experience with various nodes of Law Enforcement IT systems, i.e. National Crime Information Center (NCIC), Treasury Enforcement Communications System (TECS), Joint Worldwide Intelligence Communications System (JWICS), Homeland Security Data Network (HSDN), Terrorist Identities Datamart Environment (TIDE), and Counter Terrorism (CT) Watch Log, as well as knowledge of the Terrorist Screening Database (TSDB) nomination process; functional in the use of and navigation thru the following databases: US Citizenship and Immigrations Services Verification System (SAVE), US Department of State Bureau of Consular Affairs Database (ACRQ), and Law Enforcement Database (CLEAR); utilizing a working knowledge of the following government databases: Indirect Air Cargo Management System (IACMS), National Law Enforcement Telecommunications System (NLETS), CLEAR, and LexisNexis; understanding and manipulating Oracle based data sets, i.e. Investigative Management Subsystem (IMS) for inputting law enforcement case file information into the database; preparing and managing specialized (operational and legal) documentation which entails research, analytical and investigative techniques pertaining to real-world encounters; coordinating and interacting with law enforcement members of federal, state and local government, as well as representatives of industry in pursuit of strong transportation security and safety objectives; and coordination and executing policies and procedures derived from various law enforcement or intelligence agencies as a law enforcement liaison.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

To qualify for the SV-I Pay Band (equivalent to GS-13), your application must clearly outline one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the position being filled. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
