This Information Technology (IT) Specialist (CUSTSPT) position is located in the Office of Information Technology (OIT), End User Services (EUS) Division, Deployment Services Branch, Transportation Security Administration (TSA), Department of Homeland Security. If selected for this position, you will serve as a Contracting Officer\'s Representative (COR) leading meetings, preparing agendas, documenting and tracking action items, reviewing invoices, monitoring contract performance, and recommending remediation to the Contracting Officer. Typical duties include but are not limited to:

  • Developing project and acquisition related documents including IT requirements documents, independent cost estimates, marketing research, projects management plans and schedules, and risk mitigation analysis.
  • Identifying and evaluating technology solutions including deployment strategies that ensure IT data and system security. Ensuring that customer requirements are fully understood, documented and met. Communicating effectively with related stakeholders and identifying alternative solutions. Reviewing project implementation, incident management, effectiveness and results.
  • Managing, coordinating, and resolving IT related incidents in production environments and evaluating new technologies in test environments.
  • Coordinating with external divisions to lead and support multiple IT deployment activities; planning, organizing, allocating resources, and implementing recommendations that may involve substantial resources and require extensive changes in established procedures.
  • Conducting risk assessments associated with technology-related investments and purchases. Developing strategies to coordinate and monitor delivery of IT infrastructure components through a systems life cycle.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.


In addition to the requirements for all IT positions, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying IT customer practices to assist in identifying and developing plans or strategies to meet customer IT requirements; and identifying new IT developments and applications, emerging technologies and their applications to business processes.

In addition to the requirements for all IT positions, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying IT customer practices to assist in identifying and developing plans or strategies to meet customer IT requirements; and identifying new IT developments and applications, emerging technologies and their applications to business processes.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

•Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and
•Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
