DUTIES:

Duties and Responsibilities: As the Transportation Security Specialist, you will report to the Branch Manager of Government Engagement, Cross Modal Division, Office of Security Policy and Industry Engagement. You will serve as a TSA Liaison Officer and transportation security expert to host/counterpart agency and promote attainment of transportation security standards and sharing of best practices regarding the full range of transportation security requirements. You will establish and maintain liaison with senior-level Federal, state, local, and tribal officials; foreign diplomats; international organization representatives; and other senior-level officials in Federal and international intelligence, law enforcement, security, and transportation infrastructure agencies.

As the incumbent, you will plan and carry out complex analytical reviews involving transportation security issues and coordinate with TSA headquarters to identify and mitigate threats to the U.S. transportation infrastructure. You will also serve as the on-site coordinator for TSA/DHS response team regarding transportation-related terrorist incidents and threats, as well as incidents involving transportation security equites.

Duties include:

  • Developing professional networks and cultivating effective relationships to manage crisis situations and resolve complex and potentially controversial transportation security issues.
  • Coordinating the dissemination of threat or security-related information to applicable parties as appropriate.
  • Representing TSA with Federal, state, and local governments, non-governmental organizations (NGOs), and industry stakeholders engaged in transportation security activities. Developing TSA/DHS positions through coordination and communication with senior level officials in appropriate TSA and DHS organizations on a wide range of highly complex transportation security issues.
  • Developing and presenting briefings, speeches, issue papers, transportation modal profiles, and background/talking points on a wide range of transportation security and infrastructure issues to senior officials.
  • Planning and formulating proposed threat mitigation options for transportation security issues with the potential to impact the transportation infrastructure, transportation security objectives, security research development programs, and presenting those options for review by senior officials.

To qualify for the SV-K Pay Band, you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in state or local government or the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes planning and carrying out complex analytical reviews involving transportation security issues and coordinating with Federal, state, and local governments, non-governmental organizations (NGOs), and industry stakeholders engaged in transportation security activities to identify and mitigate threats to the U.S. transportation infrastructure. This includes developing and presenting briefings, speeches, issuing papers, transportation modal profiles, and background/talking points on a wide range of transportation security and infrastructure issues to senior officials.

National Service Experience (i.e., Volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and;

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
