This Supervisory Information Technology (IT) Specialist (INFOSEC) position is located in the Operations and Engineering Division (OED), Compliance and Change Management Branch, Security Compliance Section, Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will manage and supervise the technical, programmatic, and administrative work activities of personnel within OIT, OED, and other TSA offices that are involved with IT systems security. Typical assignments include but are not limited to:

  • Ensuring cyber security compliance requirements are accomplished across multiple organizations, including various operational and engineering branches, engineering projects and programs, daily security operations and maintenance responsibilities, and security certification and accreditation efforts.
  • Leading, managing, and supervising multiple teams of security professionals in supporting and protecting an enterprise class information technology (IT) infrastructure consisting of enterprise platforms and databases, operating systems, Voice Over Internet Protocol (VOIP), servers, and system IT security and cyber security operations within an integrated technical environment, including internal and external systems within TSA and DHS).
  • Providing technical and managerial leadership and security compliance direction in the development, management, and application of IT security requirements, controls and best practices for all OED activities.
  • Performing duties and directing a staff of Information Systems Security Officers and IT Specialists to manage Plan of Action and Milestones, Security Weakness Reporting, Independent Verification and Validation tracking, reporting, and performance monitoring for TSA systems. Ensuring remediation of identified security technical vulnerabilities and process weaknesses to reduce the overall TSA risk exposure.
  • Performing duties and directing staff and identifying gaps in processes and procedures and overseeing the coordination and drafting of manuals, user guides, instructions and standard operating procedures to fill the gaps. Negotiating and resolving issues to ensure all parties abide by and comply with the new procedures.


Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

FOR ALL IT POSITIONS: Applicants must possess IT related experience demonstrating each of the four basic competencies listed below.

  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.


In addition to the requirements above, to qualify for the SV-J Pay Band(equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes performing oversight, planning, maintenance, or monitoring of IT operations and change management of IT systems and cybersecurity operations; or performing assessments of new technologies, recommending changes, or developing long-range plans for operations and maintenance of IT systems.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
