This Supervisory Intelligence Operations Specialist position is located in the Office of Intelligence and Analysis (OIA), Intelligence Analysis Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Chief of the Global Assessment Section of the Strategic Analysis Branch. You will be responsible for overseeing the activities of a small staff responsible for monitoring multiple information sources, and producing timely intelligence reports relating to terrorist tactics. Typical assignments include but are not limited to:

  • Managing subordinate staff providing ongoing feedback regarding performance and progress toward meeting OIA and Intelligence Analysis Division and Trend Analysis Branch priorities and objectives.
  • Developing, designing, and directing the implementation of program evaluations to determine effective and efficient practices. Establishing management controls over program activities; providing a means for evaluating program accomplishments; and correcting program deficiencies.
  • Reviewing and recommending approval of reports and analyses relating to emerging terrorist tactics.


Supervisory duties include: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning, and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and coordinating with customers outside the immediate organization.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I Pay Band or the GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying intelligence and analytical processes to perform and oversee analyses of emerging terrorist tactics, weapons, and cyber strategies posing threats to the transportation sector; experience with terrorist threats to transportation systems focusing on conventional and improvised weapons explosives and cyber strategies.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
