This Program Manager position is located in the Office of Intelligence and Analysis (OIA), Program Management Division , Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as Branch Chief and Manager over approximately 10 government employees. You will be responsible for planning, directing, and coordinating broad and highly complex projects that impact aviation security programs which are governed by Federal legislation and are in alignment with Department and TSA security objectives. Typical assignments include but are not limited to:

  • Serving as the principal representative to regulated industry stakeholders and organizations, and internal/external government entities regarding security threat assessments.
  • Managing the information technology governance process for all aviation programs to ensure compliance with Federal and Department requirements.
  • Evaluating the efficiency and effectiveness of security threat assessments, policies, legislation, and regulations for impacts to the department, agency, aviation industry, and regulated stakeholders. Identifying strengths, risks, and implementing mitigation strategies to close security gaps which drive and impact activities across organizations.
  • Leading the cross-organization initiative to coordinate and oversee compliance with security threat assessment and airport badging requirements for over 450 airports based on branch reconciliation and oversight of Designated Aviation Channelers.
  • Conducting research into highly complex aviation program and policy areas, and exercising primary responsibility for developing goals, analytical framework, and appropriate methodologies used in each aspect of the study. Using a wide variety of quantitative and qualitative techniques to examine information and data that may contain critical gaps or are of limited reliability. Conducting extensive coordination with other internal and external stakeholders to verify findings and prepare final reports.
  • Exercising broad and independent discretion in determining the approach to assignments; identifying and allocating resources to carry out the efficient and effective work for a diverse portfolio of aviation security programs.
  • Managing and directing the planning, programming, budgeting, and executing of the aviation related programs and projects funded by user fees and congressional appropriations. Managing the Allen Flight Student threat assessment program which is designated DHS Level 3 Acquisition program with very high visibility with Congress, National Security Staff (NSS) and the DHS Screening Coordination Office. Leading the interagency coordination to implement Alien Flight Student Program (AFSP) policies and procedures with other DHS agencies.


Supervisory duties include strategic planning; communicating the program\'s vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of the organizational unit and employees; coaching and developing staff; approving leave; taking or recommending corrective/disciplinary actions as appropriate; defining, acquiring and allocating budget, staff, and other resources to accomplish objectives; leading and integrating the budget planning processes and projects; and participating in planning efforts that cross organizational lines.

To qualify for the SV-K Pay Band (equivalent to GS-15), You must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled, and is typically in or related to the work of the position to be filled. Such experience includes managing and implementing multiple, complex projects or programs including managing and directing project/program planning, budgeting and requirements definition; and knowledge and understanding of aviation or transportation security policies, laws, regulations, and operations used to implement programs or projects.

This position requires additional training and experience per DHS Acquisition Workforce Policy Number 064-04-001, Certification Requirements for Acquisition Program Managers, dated May 20, 2010 at Level 1. Applicants must be certified at a level commensurate with the responsibilities of the acquisition being managed. Applicants must possess a DHS or Defense Acquisition Workforce Improvement Act (DAWIA) certification (copy required, with certification and career field information). Applicants not certified may still apply and be selected, but must be able to achieve certification within 18 months of appointment.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
