KEY REQUIREMENTS

DUTIES:

This position is located in the Office of Global Strategies (OGS), within the Transportation Security Administration (TSA), U. S. Department of Homeland Security (DHS). If you are selected for this position, you will serve as the Deputy Director of Global Compliance with overall responsibility for the Regional Operations Center (ROC) and desk officers Managers, providing guidance and direction on program responsibility and performance management. The Deputy Director will report to the Director, Global Compliance and serve as an advisor to the Director, Deputy Assistant Administration and (DAA) Assistant Administrator (AA), OGS on all matters concerning the international compliance, inspections, and assessment.

Other duties include:

  • Advise on security management and international transportation security program requirements and methods to safeguard transportation networks; develop, support and promote performance accountability through development of key performance measure for GC personnel ensuring alignment to staff’s performance plans.
  • Understand and appropriately interpret, develop, and facilitate implementation of international security laws, policies and regulations to reflect the U. S. practices and requirements; maintain awareness and/or knowledge of the most current, impacting and proposed/enacted legislation in the area of international security programs and projects.
  • In concert with TSA Representatives and other OGS personnel, represent TSA with foreign governments regarding transportation security in bilateral and multi-lateral forum (e.g., Transportation Security Working Groups, European Commission).
  • Actively pursue the alignment of U. S. and foreign transportation security practices through observation and participation in evaluation, assessment, and inspection activities in all regions of the world.
  • Oversee the day-today-operations of areas within his/her responsibility, assuring conformance with TSA’s strategic plans and monitor organization performance metric in accordance with TSA and OGS mission, vision, goals, and objectives; continually assesses the effectiveness of operations and programs and adjust as needed to meet emerging priorities.

    Supervisory Managerial Responsibilities include: strategic planning, communicating the organization’s vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employees. To qualify for the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band (GS-15) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: applying knowledge of international compliance, inspections and assessments; coordinating program responsibility and performance management; security management, and international transportation security programs to safeguard transportation networks; providing advisory services regarding international security laws, policies, regulations and legislation impacting international security programs and ensuring alignment of U.S. and foreign transportation security practices.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
