DUTIES:

If selected for this position, you will serve as a Financial Specialist for the Business and Operations Section, within the Budget and Finance Branch, Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be preparing, justifying, and administering assigned program budget; using cost-benefit thinking to set priorities, and monitoring expenditures in support of program policies and operations. Typical duties include, but are not limited to:

  • Preparing, submitting, and coordinating all budget formulation and execution activities for assigned Office of Security Capability program areas.
  • Reviewing reports and accounting records to ensure allocated funds are spent as specified and adjustments are initiated as needed. Preparing and managing program documents and responses to financial inquiries from TSA senior executives, Office of Management and Budget (OMB), and DHS.
  • Reviewing and interpreting financial and budgetary policy guidance and providing assistance to managers and employees in interpreting and applying guidance to assigned program areas.
  • Monitoring budgetary resource usage through the review of budget, relevant financial data, accounting records and information provided by managers; double-checking the accuracy of information to ensure high-quality and precise work products.
  • Conducting analyses of pertinent budget information provided by program staff and managers to contribute to budget development.
  • Apprising management of program status by developing reports through the use of automated systems, spreadsheet applications, and computer-generated products to communicate information and provide briefings.
  • Employing analytical methodologies to review proposed changes to programs, assessing tradeoffs, and exploring alternative methods.
  • Developing the Office\'s responses to proposed legislation and OMB and General Accounting Office (GAO) requirements that impact the department\'s financial management systems.
  • Identifying, researching, evaluating, and recommending options on proposals for solutions of difficult financial and budgetary problems.
  • Assisting in the preparation of one or more OSC division\'s budget submissions, capital investment plans, and OMB-300 cost and schedule data.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience includes utilizing financial principles, concepts, regulations, practices, and analytical methods and techniques to resolve budget, and financial program issues; applying knowledge of the principles of Budget Appropriation laws to monitor budgetary resource usage; AND formulating and developing assigned budget information and creating spending plans.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
