This Safety and Occupational Health Manager position is located in the Occupational Safety and Health Branch, of the Occupational Safety, Health, and Environment Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible to plan, organize, direct, lead, and evaluate TSA\'s comprehensive nationwide occupational safety and health program affecting more than 500 geographically dispersed workplaces and over 60,000 employees, ensuring compliance with a broad range of occupational safety and health standards and regulations. Typical duties include but are not limited to:

  • Supervising more than one unit, project, or program within the Occupational Safety and Health Branch, which encompasses 11 subordinates of which 5 are geographically dispersed.
  • Serving as the principal point of contact with authority to make recommendations in the development and application of new occupational safety and health policies and procedures at stakeholder meetings, interagency meetings, and national conferences.
  • Formulating and recommending positions on major occupational safety and health projects, policies, and issues to senior management.
  • Develop briefings to internal and external audiences on TSA strategic vision and policies.
  • Drafting, editing, and reviewing policies and procedures, project papers, statistical reports, and correspondence within the framework of current goals and objectives, legislation, and Executive Orders.
  • Identifying operational needs and managing the procurement, development, integration, modification, and operations and maintenance of a safety information system.
  • Providing technical guidance and expert advice to TSA leadership, various program offices, subordinates, and the labor union, ensuring effective implementation and regulatory compliance of the TSA occupational safety and health program.
This work is carried out through constant and extensive contacts with technical specialists, project managers, mission planners, training specialists, and contract personnel. Contacts are both internal and external to the agency, and require effective negotiating skills and technical expertise to resolve unique and controversial occupational safety and health issues. You will also provide technical guidance and expert advice to TSA leadership, various program offices, subordinates, and the labor union, ensuring effective implementation and regulatory compliance of the TSA occupational safety and health program.


Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-J Pay Band(equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experienceis defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such experience includes experience in occupational safety and health program management to include planning, coordinating, and meeting program objectives and requirements through the acquisition of any mix of in-house, contract, or reimbursable support resources; experience in developing, and implementing acquisition plans, and administering and managing occupational safety and health-related contracts; and experience creating technical reports, briefing papers, safety and health policy and manuals, requiring the development of new and innovative approaches to communicate to a variety of audiences.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
