This is a secondary law enforcement position. Under the authority of the Aviation and Transportation Security Act (PL 107-71, November 19, 2001), the incumbent functions as a Federal Law Enforcement Officer and performs the duties and responsibilities assigned to Federal Air Marshals.

As Supervisory Federal Air Marshal/Regional Director, Field Operations Division, you will provide executive level leadership to all Federal Air Marshals in assigned field offices and a workforce comprised of federal law enforcement officers, professional/technical employees and other mission support personnel. You are responsible for overseeing the overall planning, direction, and coordination of operations for all assigned Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS) field offices. You will establish and maintain strategic direction, directing major law enforcement activities for the OLE/FAMS field offices, and advise OLE/FAMS Assistant Administrator and Executive Staff on ongoing investigative requirements and methods to improve civil aviation security. You will serve as a primary advisor and authoritative consultant to the OLE/FAMS Assistant Administrator and Executive Staff on field office investigations and related law enforcement issues. You will report directly to the Director, Field Operations Division, and represent the Division Director and OLE/FAMS Assistant Administrator in functional matters and responsibilities of the Field Operations Division. You will establish and maintain liaison with other Federal, state and local law enforcement agencies, as well as with the transportation industry, representing the OLE/FAMS in various forums. You will lead, develop and implement programs and processes for the Field Operations Division to provide support and capability for effectively deploying Federal Air Marshals in accordance with TSA and OLE/FAMS strategic goals. You will perform effective investigative liaison activities with Federal, state, local, and foreign officials, law enforcement agencies, and critical stakeholders to support multi-lateral law enforcement and counterterrorism efforts. You will provide for support and ensure offices have the capability to conduct investigations and make arrests related to terrorism and threats to aviation security and the civil transportation system. You will coordinate related investigations; provide surveillance detection, and tactical activities with law enforcement, Federal Security Directors, and the aviation and civil transportation industries. You will establish and maintain liaison with executives administering associated programs in TSA, DHS, and other Federal law enforcement agencies to promote best practices and to implement innovative approaches for delivering optimum levels of service. You will provide executive level leadership and direct the work of subordinate managers. You will perform a wide range of managerial duties including: planning; communicating vision and objectives; assigning tasks and responsibilities; setting priorities; monitoring and evaluating performance; coaching and developing employee capabilities; and, taking, recommending or approving corrective/disciplinary actions, as appropriate. You will establish and communicate to subordinate managers both short and long range program plans, goals, requirements and priorities.

To qualify for this position, you must have one year of specialized experience at a level close to the level of the work of this job that has given you the particular knowledge, skills, and abilities required for successful performance. You would typically gain this experience by working within this field or a field of work that is closely related. Such experience may include applying TSA law enforcement and/ or security laws, directives and regulations to recommend solutions to security issues and problems; and managing related support activities such as training operations; technology solutions; budget, human resources, and/or material resources for a large security-oriented complex.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the How You Will Be Evaluated section of the Job Opportunity Announcement. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

DRUG TESTING: You must pass a pre-employment drug test. In addition, you may be subject to random drug and/or alcohol testing during employment.

SECURITY CLEARANCE: This position requires a TS/SCI (Top Secret/Secured Compartmentalized Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance.

LAUTENBERG AMENDMENT: This position may require the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(9)). A \'misdemeanor crime of domestic violence\' is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned, or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibited the possession of firearms or ammunition.

MOBILITY
The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation\'s transportation systems while ensuring the freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers and approximately 2,800 Behavior Detection Officers, each day at more than 450 airports nationwide. The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations.

As a member of the TSES, you may be subject to frequent changes in posts of duty and positions. Professional/Technical Qualifications (PTQs):

1. Demonstrated executive level experience and ability to lead law enforcement and security management programs in a large, geographically dispersed organization.

2. Demonstrated executive level experience and ability to collaboratively work across organizational lines in implementing law enforcement and security management programs.

3. Demonstrated experience and ability to lead, develop, implement, and administer comprehensive programs in a law enforcement environment.

4. Ability to apply the provisions of the Aviation Transportation Security Act (ATSA) and knowledge of, and/or demonstrated executive level experience in, aviation domain law enforcement issues and operations.

Executive Core Qualifications (ECQs)
