This Program Analyst position is located in the Deployment Division, within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be assisting senior analysts in analyzing and evaluating security technology programs and operations to determine overall program efficiency and effectiveness in order to improve overall aviation security and operational performance. Typical assignments include, but are not limited to:

  • Conducting research and analysis of existing and emerging security technologies to evaluate their efficiency and effectiveness, and to assess their impact on improving aviation security and operational integration and performance.
  • Analyzing and evaluating management practices, functional operating processes and data, and managing data to recommend new processes for increased efficiency and effectiveness.
  • Establishing and maintaining effective working relationships with air carriers and airport authorities in a commercial airline/aviation environment.
  • Assisting senior analysts in conducting field data collection activities to establish baseline performance for aviation technologies and procedures by analyzing, evaluating, and documenting study findings.
  • Gathering necessary information and providing advice, guidance, and assistance to managers on deployment operations and overall program effectiveness. Drafting various written documents which identify program deficiencies and recommendations that address program weaknesses. Drafting and editing reports and other documents for review by senior analysts. Drafting recommendations or plans to solve deployment and operational problems.
  • Project management focuses on the overall planning, initiation, execution, and closure of projects. A Project Lead/Manager must have a variety of skills, including the ability to lead and manage diverse groups of people, resolve conflicts, and create and execute project plans. They also should possess general knowledge about the project topic. A Project Lead/Manager needs excellent communication, management and organization skills. They may also be responsible for estimating costs, developing a budget, documenting project work, and presenting project updates to OSC and TSA Senior Leadership.
  • Preparing OSC responses to DHS Taskers, reports to Congress, and Questions for the Record (QFR); participating in optimization efforts.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience would include applying quantitative and qualitative analytical methods and techniques to plan and carry out analyses and make recommendations related to emerging security technology.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience would include applying quantitative and qualitative analytical methods and techniques to plan and carry out analyses and make recommendations related to emerging security technology; AND analyzing security technology deployment programs to review and evaluate overall program effectiveness and assess weaknesses and deficiencies utilizing applicable laws, rules, regulations and procedures.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.


Conditions of Employment:

  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires a Level II Contracting Officer’s Representative (COR) Certification, per Department of Homeland Security (DHS) Acquisition Workforce Policy Number: 064-04-003, Federal Acquisition Certification for Contracting Officer’s Representative and Appointment and Revocation, dated August 8, 2012. Applicants not certified may still apply and be selected, but must be able to achieve certification within 12 months of appointment.
  • This position requires a Level I Program Manager Certification, per Department of Homeland Security (DHS) Acquisition Workforce Policy Number 064-04-001, Certification Requirements for Acquisition Program Managers, dated May 20, 2010. Applicants must possess a OHS or Defense Acquisition Workforce Improvement Act (DAWIA) certification (copy required). Applicants not certified may still apply and be selected, but must be able to achieve certification within 12 months of appointment to this position.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
