This Management and Program Analyst position is located in the Office of Intelligence and Analysis (OIA), Risk Analysis Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will perform project management duties and manage and control project schedule milestones. Typical assignments will include but are not limited to:

  • Reviewing project progress, measuring performance and taking corrective actions to maintain agreed upon scope, schedule, and cost planning. Analyzing performance trends and ensuring resolution of issues. Reconciling concerns, and assuring that all stakeholders are informed of progress, issues, and impacts.
  • Planning and conducting studies involving a wide variety of program issues which require the development of recommendations for new or substantially modified processes or operations. Applying quality and project management principles, techniques, and methodologies to measure and evaluate program and project performance identified during the study.
  • Providing advice and input to managers and staff on program and project execution goals and metrics. Working with numerous offices to identify performance measures, and reporting mechanisms, the OIA Executive Dashboard (Quad Views), and other status report tools and vehicles.
  • Interpreting and evaluating information to determine the programmatic effect on plans and objectives of assigned programs. Accumulating information/data concerning current or projected programs, and determining the kind and source of information/data needed. Evaluating and planning proposed program objectives to meet mission requirements, devising methods for obtaining information, and developing data from a variety of sources.
  • Managing performance based acquisition agreements. Serving as a Contracting Officer Representative (COR) for assigned contracts. Managing complex multi-year assigned contracts for the acquisition process from initial development to final contract award and post-award to include the review of contract planning and execution, analysis of contractor activities, contract reporting, and new contract development activities and analysis.


The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying qualitative and quantitative analytical and evaluation methods and techniques to conduct studies and assessments to improve the efficiency of program operations.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes managing assigned contracts for an acquisition process from initial development to final contract award and post-award; applying project management principles, techniques, and methodologies to measure and evaluate program and project performance.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
