This Supervisory Realty Specialist position is located in the Portfolio Management Branch, Field Real Estate Services Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will supervise a team of Realty Specialists who direct, implement, coordinate, and oversee a national real estate program requiring a wide range of management support principles, processes and systems. Typical duties include but are not limited to:
  • Overseeing the Portfolio Management Branch. Managing the entire portfolio of TSA leases, which involves an annual budget of $150 million.
  • Directing the team in working with liaisons responsible for overseeing the facilities covered by the leases and addressing their needs. The specialists address problems and issues raised by liaisons, examine leases to see what resources are provided for and seek resources to be approved by the Branch Manager.
  • Developing short and long-term goals, program objectives, policies, procedures and guidelines for the Portfolio Management Branch of the Field Real Estate Services Division. Participating in the development and implementation of new or modified guidelines, work processes, and business operations in order to maintain and improve the effectiveness and efficiency of TSA real estate programs. Implementing goals provided by OMB concerning initiatives such as Freeze the Footprint (FtF).
  • Communicating the TSA position on real estate issues to internal and external stakeholders, customers and government officials. Providing advice and guidance on the application of real estate policies and procedures, and representing the Portfolio Management Branch, the Division of Field Real Estate Services and OFA.
  • Conducting special real estate projects and complex analyses requiring a comprehensive knowledge of program management.
Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes applying comprehensive knowledge of real estate project management in a customer service and vendor management environment to gather, analyze and assess information and data to identify operational and management problems; recommending, developing and implementing solutions to develop new guidelines, work processes or business operations to improve the effectiveness and efficiency of real estate programs; AND experience leading, facilitating and managing administrative activities and real estate operations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
