This Program Analyst position is located in the Acquisition & Contract Integration Branch, Business Management Office, within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for reviewing and analyzing current acquisition strategies and recommending alternatives to create new acquisition strategies that will better align with the OTWE strategic vision for training development, deployment and implementation. Typical duties include, but are not limited to:

  • Serving as a Contracting Officer\'s Representative (COR) performing a business liaison function to help ensure government stakeholder and contractor business relationships are mutually beneficial and providing those products and services the government needs at a cost-effective price. The COR is responsible for monitoring the contractor\'s progress in fulfilling the technical requirements specified in the contract, ensuring that all required documentation and data are submitted in accordance with the procurement deliverable schedule, and establishing close relationships with the agency\'s Contracting Officer.
  • Conducting extensive market research and analysis, preparing written evaluations with detailed comparisons of options, proposing full review/analysis of alternatives, and preparing detailed market research studies of procurement strategies.
  • Preparing a variety of complex and specific contract/procurement documentation, including but not limited to the following: statements of objectives (SOO), statements of work (SOW), requests for proposal (RFP), lead source selection, contract modifications, exercising options, and yearly period of performance renewal and SOW requirements generation.
  • Interacting with stakeholders, program managers, specialists, contracting officers, and senior management officials to support analysis, development, delivery, implementation, evaluation, and planning activities associated with training and workforce engagement activities.
  • Maintaining computerized databases or information tracking systems to update or modify automated financial and contracting systems records and documents, track expenditures, and create, modify, and monitor government contracts and agreements for OTWE.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying project management principles, methods, practices, and techniques to programs in a test or operational environment; AND applying quantitative and qualitative techniques to evaluate the effectiveness and efficiency of a program; AND experience interpreting and applying contracting laws, principles, procedures and methods to perform a variety of Contracting Officer\'s Representative\'s (COR) activities.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.




Conditions of Employment:

  • This position requires a Level II and Level III Contracting Officer’s Representative (COR) Certification, per Department of Homeland Security (DHS) Acquisition Workforce Policy Number: 064-04-003, Federal Acquisition Certification for Contracting Officer’s Representative and Appointment and Revocation, dated August 8, 2012. Applicants not certified may still apply and be selected, but must be able to achieve certifications within 18 months of appointment.
  • Must possess or be able to obtain within 18 months of appointment to this position a DHS Acquisition Program Manager Level I and Level II Certification. Applicants not certified may still apply and be selected, but must be able to achieve certifications within 18 months of appointment.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
