DUTIES:

This Accountant position is located in the Property, Plant, and Equipment Accounting Branch, Financial Management Division, within the Office of Finance and Administration (OFA),Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for coordinating with TSA\'s accounting service provider to resolve day-to-day property accounting issues and ensuring that accounting services performed on TSA’s behalf comply with Federal standards and TSA-unique requirements. Typical assignments include but are not limited to:

  • Ensuring balances reported in the Sunflower Asset Management System and fixed assets subsidiary ledger are fully reconciled to the balances reported in the general ledger, to include internal use software and property, plant, and equipment on a monthly basis and any identified differences are resolved.
  • Ensuring that TSA\'s accounting transactions for property, plant, and equipment are processed in accordance with the United States Standard General Ledger (USSGL).
  • Working with the Financial Systems Branch to ensure that Federal Accounting Standards are adhered to within the General Ledger and related subsidiary systems.
  • Reviewing legislation, rules, regulations, and Departmental guidelines for impact on TSA’s accounting and reporting for property, plant, and equipment.
  • Monitoring business processes and accounting entries related to acquisition of new property, plant, and equipment ensuring that asset acquisitions are recorded timely and accurately.
  • Monitoring accounting entries related to depreciation of property, plant, and equipment; ensuring that depreciation is recorded in accordance with Federal Accounting Standards.
  • Adjusting the useful life (accounting depreciation period) of assets in accordance with TSA operational program personnel.
  • Monitoring business processes and accounting entries related to retirement, relocation, impairment, and deferred maintenance of property, plant, and equipment ensuring that appropriate entries are made in the general ledger or related feeder systems to capture the financial impact of these events.


The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Basic Requirements:

A. Education: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.)
OR
B. Combining Education and Experience: Combinations of successfully completed education and experience-at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant\'s background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant\'s education, training, and experience fully meet the specified requirements.


NOTE TO ALL CANDIDATES: A copy of your college transcript, list of college courses designating semester or quarter hours earned, or proof of CPA or CIA certification is required. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

In addition to the Basic Requirements, to qualify for the SV-G Pay Band (equivalent to GS-11), you must meet one of the qualification requirements (A, B, OR C) outlined below.

A. Experience: For those qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band or GS-9 in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position, and is typically in or related to the work of the position. Such experience includes assisting in the preparation of periodic financial statements or related reports in accordance with Generally Accepted Accounting Principles (GAAP); working with data maintained in financial systems relevant to property, plant, or equipment (i.e., Sunflower Asset Management System (SAMS), MarkView, and Oracle Business Intelligence).

B. Education: Ph.D. or equivalent doctoral degree or 3 years of progressively higher education in a related field from an accredited college or university.

OR
C. Combination of Education and Experience: Combinations of successfully completed post-graduate education (beyond the second year) and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

In addition to the Basic Requirements, to qualify for the SV-H Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes experience preparing and auditing periodic financial statements and related reports in accordance with GAAP; applying laws, regulations, and policies impacting Federal financial statement preparation and reporting including OMB Circular A-123 and OMB Circular A-136; maintaining data within the financial systems relevant to property, plant, and equipment (i.e., Sunflower Asset Management System (SAMS), MarkView, and Oracle Business Intelligence); and familiarity with commercial off-the-shelf (COTS) budget, accounting, and financial management software.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
