DUTIES:

This position is located in the Office of Security Operations (OSO), within the Transportation Security Administration (TSA), U.S. Department of Homeland Security (DHS). If you are selected for this position, you will serve as the Deputy Director, Mission Support Division and will be responsible for managing the day-to-day activities of the Office of Security Operations and for overall operations management. The Deputy Division Director monitors the daily operations of the organization and is a trusted advisor to the Division Director, the Assistant Administrator (AA) and the Deputy Assistant Administrator (DAA) and his/her management team and serves as technical consultant and as advisor on a variety of operational and administrative initiatives and maintain a broad knowledge of OSO projects, programs, and initiatives to ensure the Division Director, AA/DAA, is kept fully informed, prepared, and able to respond to internal and external inquiries and issues. The Deputy Division Director performs a variety of senior advisory and managerial duties essential to the accomplishment of the OSO mission.

Other duties include:

  • Exercise supervision through subordinate managers of the Division and identify and prioritize issues and challenges within OSO that will have TSA-wide impact, while providing leadership and support to Branch Managers and Program Managers/Project Managers in program/project initiation, planning and execution.
  • Monitor the development of OSO\'s strategic plans and their performance goals and metrics, as well as chairing task force groups, working collaboratively with representatives internal and external to OSO; while ensuring interests of OSO are understood and represented.
  • Facilitate and coordinate cross-organizational projects in alignment with OSO mission and goals and establish policies and procedures on business operations and operational management.
  • Advise and recommend to the Division Director, AA and Deputy AA policies, procedures, and programs to maximize the effectiveness of the OSO operations and develop, support and promote performance accountability through development of key performance measures for OSO.
  • Maintain and monitor staffing levels, expectations and motivation to fulfill organizational requirements, as well as establish performance measures for the measurement of performance and consideration of efficiency versus effectiveness.
Supervisory Managerial Responsibilities include: strategic planning, communicating the organization’s vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employees. To qualify for the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band (GS-15) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: managing and directing a staff and applying knowledge of organizational development; facilitating, coordinating and managing a variety of complex, broad scope, potentially sensitive cross-organizational projects and/or programs; managing, overseeing or providing advisory services to managers and/or executives regarding programs related to budget, human resources, strategic planning, or other equivalent administrative programs to include directing staff activities, functioning within established staff levels and/or budget; providing leadership to a diverse workforce.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
