The Federal Security Director is the highest-ranking Transportation Security Administration (TSA) authority responsible for leading a large, complex organization, which is charged with planning, executing, and operating security services at the airport(s). You will provide day-to-day operational leadership for the Federal security responsibilities at various locations within the airport(s). You will serve as a subject matter expert and advisor to Office of Security Operations leadership and to other Federal Security Directors. You will coordinate TSA\'s airport actions, with other Federal agencies, in the deterrence and discovery of threats to intermodal transportation. You will deploy airport resources to conduct deterrence activities in order to efficiently and effectively enhance security and to detect and/or deter terrorist activity or other suspicious conditions for all modes of transportation to include rail, mass transit, and aviation.

As a Federal Security Director for the Transportation Security Administration, your duties will include:

  • Organizing and implementing the Federal Security Crisis Management Response Plan, including coordination with airport and airline management, other Federal, state and local government and law enforcement organizations, and appropriate private sector entities.
  • Assuming direct responsibility and oversight for passenger, baggage, and air cargo security screening.
  • Overseeing the implementation and maintenance of security technology within established guidelines.
  • Reviewing the development and deployment processes required for implementation of security technology options.
  • Directing the activities of all TSA employees within your area of responsibility. Examples include baggage and passenger transportation security officers, law enforcement officers, transportation security inspectors, and other support and managerial staff required to execute TSA responsibilities.
  • Establishing the organizational structure and management systems required for threat identification, risk management, crisis management, employee accountability, and security of the facility, including all aircraft.
  • Interacting regularly with Federal, state, and local officials regarding airport operations and security policies, procedures, and practices at the airport. Dealing with local members of Congress and their staff, the mayor and other top city officials as well as top state officials.

To qualify for this position, you must have one year of specialized experience at a level close to the level of the work of this job that has given you the particular knowledge, skills, and abilities required for successful performance. You would typically gain this experience by working within this field or a field of work that is closely related. Such experience includes managing programs related to corporate security, aviation security, force protection, law enforcement or equivalent security/law enforcement programs. This includes directing staff activities, managing within established staff levels and budgets, and providing leadership to diverse workforce.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the How You Will Be Evaluated section of the Job Opportunity Announcement. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

DRUG TESTING: You must pass a pre-employment drug test. In addition, you may be subject to random drug and/or alcohol testing during employment.

SECURITY CLEARANCE: This position requires a TS/SCI (Top Secret/Secured Compartmentalized Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance.

MOBILITY:
The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation\'s transportation systems while ensuring the freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers and approximately 2,800 Behavior Detection Officers, each day at more than 450 airports nationwide. The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations.

As a member of the TSES, you may be subject to frequent changes in posts of duty and positions. Mobility is a condition of employment, so you must be prepared to accept, without objection, the judgment of your superiors concerning reassignments for operational and/or career development purposes, or for other reasons determined to be in the best interest of the Transportation Security Administration.

Professional/Technical Qualifications (PTQs):

1. Knowledge of a wide range of qualitative and/or quantitative methods to plan and organize efforts to develop and implement proposals for complex agency projects.

2. Knowledge of the relationships between security components and programs within the Department of Homeland Security and/or between the organization and security programs of other Federal departments, bureaus, or other large organizations where the security and prevention of loss/threats that could lead to terrorist activities was an integral program component of the organization.

3. Ability to provide advisory services and develop and implement policy.

Executive Core Qualifications (ECQs)

ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
