DUTIES:

This Financial Specialist is located in the Finance and Budget Branch, in the Business Management Office (BMO), within the Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for performing a wide variety of analytical duties associated with the formulation, review, justification, presentation, and execution of the budget. You will be reviewing, evaluating, analyzing, and interpreting financial, budget, and program data, existing and proposed changes to laws, regulations, and financial management standards. You will be providing expert advice and recommendations for financial actions related to classification of funds, contract obligations, and spending plans. Typical duties include but are not limited to:

  • Performing analyses of purchase requests and other commitments to determine available funds. Generating the necessary re-classification of funds on purchase requests to ensure funds are correctly obligated.
  • Serving as liaison between OIT and the Chief Financial Officer’s Budget Office and ensuring that all budget taskings are completed in a timely manner; and performing required analyses of projected and historical use of funds.
  • Serving as the Fund Certifier for purchase requests to ensure proper line of accounting and object class accuracy in reporting.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes utilizing financial principles, regulations, practices, and analytical methods and techniques to resolve Federal budget and financial issues related to such areas as purchase requests, multi-year funding, Obligation Analysis/Accounting Reclassifications, Undelivered Orders Management, and Spend Plans Execution and Analysis.

Desirable Factor: Experience as a Contracting Officer’s Representative (COR) and knowledge of Federal financial systems is desirable.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
