This position serves as the Supervisory Information Technology (IT) Specialist within the Office of Information Technology and will report directly to the Deputy Chief Information Officer. The incumbent serves as the Director, Information Assurance and Cyber Security Division and is the Chief Information Security Officer for TSA.

The incumbent is assigned 24 specific programs, among the most significant of which is development of IT security policies and programs TSA-wide, comprehensive IT security training programs for TSA staff and approval of appointments and maintenance of readiness of Information Security Officers, assigned to individual offices throughout TSA. The incumbent maintains a dotted line reporting relationship to the DHS Chief Information Security Officer (CISO), who monitors effectiveness of TSA IT security programs, inspects, and certifies IT security compliance for all DHS organizations. The incumbent annually maps Division\'s strategic plan to DHS & TSA goals, mission, and vision.

Other duties include:

  • Aligning OIT IT security plan with DHS IT security requirements through direct meetings with DHS CISO and staff and developing OIT strategic IT security plan with input from Branches and Sections that take final goals and map to larger organizational objectives; establishing metrics to measure accomplishment of goals while linking individual performance goals to those of Division, Branch, and Section as well as monitoring TSA\'s interests in cyber sector planning and public privacy data and ensuring that the needs are aligned to Information Security objectives.
  • Reviewing progress of TSA\'s compliance with DHS\'s cyber security requirements and assessing whether these plans and related reports provides for effective implementation. Developing OIT IT security budget plan, performing monthly review of budget to ensure alignment with accomplishment of strategic goals and working with CFO for reprogramming of funds.
  • Maintaining a wide range of contacts throughout TSA and DHS, often working closely with the DHS CISO and staff while supporting FBI, Office Inspector General (OIG), and other investigations, attending conferences and meetings, including occasional briefings to Office of Management (OMB) and Budget on TSA IT security program issues; developing, policies and procedures ensuring information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data.
  • Conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks and protection needs, promoting awareness of security issues among management and ensuring sound security principles are reflected in organizations\' visions and goals.
  • Conducting system security evaluations, audits, and reviews; developing and implementing programs ensuring that systems, network, and data users are aware of and adhere to systems security policies and procedures, while participating in network and systems design. Ensuring implementation of appropriate systems security policies, ensuring the rigorous application of information security assurance policies, principles, and practices in the delivery of all IT services.
Supervisory Managerial Responsibilities include: strategic planning, communicating the organization’s vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employees. To qualify for the SV-L Pay Band you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes serving as a technical expert advising on, interpreting and applying laws, directives, guidance, and regulations governing information systems security, systems configuration to maintain integrity of computer-based networks, information systems vulnerabilities and protection methodologies for resolving complex operations; conducting IT studies, forensic analysis, risk assessment, and contingency planning for computer systems/installations while ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all IT services.


National Service Experience (i.e., Volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
