This Program Analyst position is located in the Collaborative Strategies Section, Workforce Engagement Branch, Workforce Engagement and Development Division, within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will be assisting the Section Chief of Collaborative Strategies, to collect and analyze input from the TSA workforce and contribute to developing and implementing programs to address employee issues and concerns. Typical duties include, but are not limited to:

  • Facilitating group discussions, analyzing and interpreting workforce data, and implementing organizational change and improvement programs that promote high levels of employee engagement, job satisfaction and morale.
  • Researching best practices and recommending strategies for integrating internal and external practices into TSA employee engagement approaches.
  • Leading and facilitating group discussion related to group dynamics, team building, organizational development, problem solving, decision making and conflict management.
  • Supporting employee engagement efforts, including administering employee surveys and facilitating group discussions, analyzing workforce data, identifying trends, and recommending solutions that will help address employee issues and concerns and enhance employee engagement throughout TSA.
  • Preparing a variety of formal and informal reports that address complex, multi-functional issues, analytical approaches used, comprehensive findings, and implementable recommendations to improve functions, operations, and performance.
  • Analyzing and evaluating continuous and complex changes in program plans and funding for employee engagement programs, identifies the effect of changes on program milestones.
  • Formulating and presenting sound recommendations to senior leadership for appropriate action when concerns arise.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (SV-H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying qualitative and quantitative analytical and evaluation methods and techniques (e.g., focus groups, employee surveys) to identify and implement recommendations to improve functions, operations and performance.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying qualitative and quantitative analytical and evaluation methods and techniques (e.g., focus groups, employee surveys) to identify and implement recommendations to improve functions, operations and performance; AND experience planning, scheduling and leading group discussions or studies to evaluate the effectiveness and efficiency of employee engagement programs.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
