This Program Analyst position is located in the Deployment and Logistics Division, within the Office of Security Capabilities (OSC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be representing TSA as a technical expert point of contact on security technology deployment projects, programs, and other work activities. You will be presenting briefings to obtain consensus of engineering analysis as well as reviewing proposed legislation, rules and regulations that may impact deployment activities. Typical assignments include, but are not limited to:

  • Conducting research and analysis of existing and emerging security technologies to evaluate their efficiency and effectiveness, and to assess their impact on improving aviation security and operational integration and performance.
  • Analyzing and evaluating management practices, functional operating processes and data, and managing data to recommend new processes for increased efficiency and effectiveness.
  • Establishing and maintaining effective working relationships with air carriers and airport authorities in a commercial airline/aviation environment.
  • Developing, managing, executing, and conducting field data collection activities to establish baseline performance for aviation technologies and procedures by analyzing, evaluating, and documenting study findings.
  • Gathering necessary information and providing advice, guidance, and assistance to managers on deployment operations and overall program effectiveness. Drafting various written documents which identify program deficiencies and recommendations that address program weaknesses. Drafting and editing reports and other documents for review by senior analysts. Drafting recommendations or plans to solve deployment and operational problems.
  • Responsible for the overall planning, initiation, execution, and closure of projects. Also, may be responsible for estimating costs, developing a budget and documenting project work.
  • Exercising excellent organizational and management skills.
  • Leading and managing diverse groups of people, resolving conflicts, creating and executing project plans; effectively communicating with senior management when providing recommendations and presenting project updates.


The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience would include applying quantitative and qualitative analytical methods and techniques to plan and carry out analyses and make recommendations related to emerging security technology.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience would include analyzing security technology deployment programs to review and evaluate overall program effectiveness and assess weaknesses and deficiencies utilizing applicable laws, rules, regulations and procedures.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
