This Supervisory Transportation Security Specialist position is located in the Office of Intelligence and Analysis (OIA), Program Management Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the Deputy Director for the Program Management Division which is responsible for providing all program management and coordination necessary to conduct security threat assessments to identify individuals seeking access to the nation\'s transportation system and critical infrastructure who may pose a threat to transportation or national security; and managing the security policies, regulations, business and technical requirements, implementation and operations to conduct a Security Threat Assessment (STA) which includes checks for ties to terrorism, criminal history records checks (CHRCs), or immigration status. Assisting the Director in managing the work of over 40 employees in five subordinate branches. Typical assignments include but are not limited to:

  • Advising the Department of Homeland Security, and state and local government officials on broad vetting and credentialing program planning issues relating to appropriated and fee programs.
  • Overseeing and providing direction for subordinate managers and technical specialists in the operational, technical, and administrative concepts, directions, and security programs for air cargo, aviation, maritime, surface credentialing and other vetting and credentialing programs.
  • Interpreting TSA security policy and regulations that govern vetting and credentialing programs. Monitoring vetting and credentialing programs using knowledge of the most current and impacting proposed/enacted legislation in the areas of air cargo, aviation, and surface security policy.
  • Ensuring compliance with approved security policies, applicable legislation, statues, decisions, and other regulatory directives in support of appropriated and fee funded program objectives.
  • Overseeing the preparation of Congressional reports, white papers, and operational metrics in response to a variety of requests. Representing the organization in acquisition meetings, conferences, working groups, and planning sessions.
  • Ensuring that all key organization elements within TSA are interconnected and interdependent, particularly in terms of a cohesive approach to vetting and credentialing programs and impact.

Supervisory/managerial duties include serving as a first or second level supervisor typically over more than one unit/project/program within a major subdivision; planning both routine and complex work to be accomplished, assigning work, setting priorities and reviewing and evaluating work and performance of subordinates; coaching and developing employees; approving leave; taking, recommending or approving disciplinary actions; managing budget and assigned resources, human resources, and applicable administrative policies and processes; resolving problems independently and recommending new policies and procedures that impact the objectives of the unit(s) managed as well as internal and external customers.

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying security policies, laws, regulations, and programs involved in vetting transportation workers and passengers; and interpreting and evaluating vetting analysis and intelligence to determine future threats.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
