This Safety and Occupational Health Specialist position is located in the Medical Programs Section (MPS), Law Enforcement Programs Branch, Field Operations Division, Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position you will be responsible for serving as the primary point of contact to OLE/FAMS MPS and local Occupational Safety and Health (OSH) professionals, OLE/FAMS managers, and employees for aspects related to the OLE/FAMS Inspection and Abatement Program. Duties include but are not limited to:

  • Planning, organizing, controlling and evaluating a comprehensive program to mitigate hazards related to firearms, canine/explosives, physical training and administrative workspace to support and ensure accuracy of inspection documentation, findings, standards, corrective actions, and abatement strategy plans entered into the TSA Safety Information System (SIS).
  • In coordination with the OLE/FAMS’ policy unit and TSA Occupational Safety and Health Environment (OSHE) Office, develop OLE/FAMS-specific safety occupational health policies and procedures with a focus on: prevention and mitigation of hazards, safety education/training, accident investigation and survey, site inspections, and high-risk operations conducted under tactical conditions, along with providing technical advice, guidance and sound recommendations regarding OSH to OLE/FAMS program offices on matters related to occupational safety and health, including communication and awareness of the OLE/FAMS OSH program, assisting with investigations of unsafe or unhealthful working conditions, injuries, illnesses, damage to property, equipment, motor vehicles, or facilities and managing corrective actions through abatement, and documenting actions taken in the SIS.
  • Performing a combination of routine, multiple, and varying Office of Occupational Safety, Health and Environment (OSHE) related assignments in coordination with the Assistant Supervisory Air Marshal in Charge (ASAC) of MPS (e.g., managing safety and health inquiries from TSA organizations, scheduling and conducting facility safety inspections, processing ergonomic assessment requests and revising OSH procedural guidance to support existing and emerging OLE/FAMS programs).
  • Serving as a Contracting Officer Representative (COR) in support of OSH related contracts and/or interagency agreements (IAA).
The major duties described above reflect the full performance of this position. Typically the lower Pay Band (Pay Band SV-H) performs the same duties but will receive more guidance and training; projects/work assignments may be less complex.

To qualify for the SV-H Pay Band [KB1] (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: applying advanced knowledge of occupational safety and health laws, regulations, and guidelines; using advanced knowledge of methods, principles and techniques of operational risk management, industrial hygiene, and ergonomics to identify, evaluate, mitigate, and document unsafe or unhealthful working conditions; using advanced knowledge of Microsoft Office Suite (e.g., Word, Excel, PowerPoint), Access daily; advanced experience entering, extracting and analyzing data from safety information system databases. To qualify for the SV-I Pay Band (equivalent to the GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: applying comprehensive knowledge of occupational safety and health laws, regulations, and guidelines; using comprehensive knowledge of methods, principles and techniques of operational risk management, industrial hygiene, and ergonomics to identify, evaluate, mitigate, and document unsafe or unhealthful working conditions; using comprehensive knowledge of Microsoft Office Suite (e.g., Word, Excel, PowerPoint), Access daily; extensive experience entering, extracting and analyzing data from safety information system databases.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
