Position:

The Ventura County Transportation Commission (VCTC) is soliciting applications for the position of Program Analyst – Transportation Planner/GIS Analyst. The incumbent, under general supervision of the Planning and Technology Director, performs a variety of professional-level and technical planning assignments, including support for special studies, active transportation and bicycle planning, transportation modeling, call box management, grant writing and managing VCTC’s real property assets. This position will be responsible for collecting, maintaining, analyzing transportation and land use data in a GIS environment.  

The position requires the ability to prepare written reports, analyze and effectively present and communicate technical data to a variety of audiences including other departments, VCTC’s elected Board, outside agencies and the general public. Strong communication skills both written and oral are essential in this position as well as a strong working knowledge of ArcGIS, Microsoft Word, Excel, and Access.

Typical and Important Duties - Planning:

  • Research and analysis of transportation planning data or information as directed.
  • Manage planning efforts as directed including active transportation, congestion management, airport land use or other efforts.
  • Collect, collate highway capacity data from outside agencies or jurisdictions.
  • Represent the VCTC at a variety of committees and meetings with outside agencies, jurisdictions and/or the public.
  • Produce GIS based maps in support of VCTC activities as directed.
  • Prepare and deliver agenda items, reports and presentations for the Santa Paula Branch Line Advisory Committee and the VCTC Board and others as directed.

Typical and Important Duties - Managing Real Property Assets:

  • Issue Right of Entry permits for activities on VCTC property.
  • Coordinate required weed abatement, debris removal or general policing of the VCTC properties.
  • Annual reporting to various regulatory agencies.
  • Establish and update a GIS based property management tool.
  • Coordinate with the Federal Railroad Association (FRA), California Public Utilities Commission (CPUC) or others on inspection and safety programs.
  • Prepare and deliver agenda items, reports and presentations for the Santa Paula Branch Line Advisory Committee and the VCTC Board and others as directed.

The Ideal Candidate:

Experience: Three years of progressively more responsible transportation-related experience in programming, planning, or analysis.

Training: A bachelor’s degree from an accredited college with major coursework in business administration, public administration, social services, political science, public policy, environmental studies, transportation planning, or a related field.
