This Human Resources Assistant position is located in the Employee Relations Branch, within the Office of Human Capital (OHC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be assisting the Branch Manager and Employee Relations specialists in the day to day operations of the office, and completion of special projects related to Employee Relations cases. Typical duties include but are not limited to:

  • Initiating, updating, modifying, and maintaining files, cases and integrated databases, reports and other documents for the Employee Relations Branch.
  • Assisting managers and specialists with setting parameters for and creating reports from an Integrated Case Management System.
  • Assisting field personnel with resolving system-related problems and providing individual training.
  • Conducting data audits to ensure accuracy and completeness of Employee Relations cases; compiling statistical data and providing trends analysis associated with a variety of misconduct issues.
  • Using an automated case-management system to open and close disciplinary, non-disciplinary, and grievance cases.
  • Coordinating documentation and materials related to litigation requests, or requests for information from TSA, DHS, GAO, IG, and Congress for the Employee Relations Specialists.
  • Serving as National Records Center (NRC) point of contact for file retrieval and disposal.

To qualify at the SV-E Pay Band (equivalent to GS-7/8), you must have one year of specialized experience equivalent to the SV-D Pay Band or GS-6 in the Federal service or private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities required to successfully perform the duties of the position. Such experience includes applying knowledge of Federal Human Resources (HR) and Employee Relations (ER) policies, regulations, and processes in order to assist HR specialists in reviewing employee relations case files to ensure compliance; tracking statistical data within an ER Business Objects reporting system to analyze trends associated with misconduct; and retrieving and reviewing employee relations information utilizing an automated case management system (e.g. Siebel).


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
