This Environmental Protection Specialist position is located in the Occupational Safety, Health and Environment Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), U.S. Department of Homeland Security (DHS). If you are selected for this position, you will managing and serving as the key technical point of contact for the TSA Environmental Management System (EMS) and serving as the National Hazardous Materials Management Contracting Officer\'s Representative (COR), in support of TSA\'s comprehensive and nationwide environmental program. Typical duties include, but are not be limited to:

  • Ensuring TSA meets regulatory requirements and ensuring environmental responsibilities are carried out through all levels of the organization to minimize the potential for environmental incidents and notices of violation resulting in negative publicity and financial impact to TSA. Determining objectives and strategies, organizing work, setting priorities, determining resource requirements, coordinating with other parts of the organization to accomplish goals, monitoring and evaluating the progress and outcomes of EMS initiatives, and anticipating potential problems or opportunities.
  • Serving as the program lead implementing the TSA Environmental Management System. Overseeing the activities of seven regional technical advisors (contractor support Environmental Field Representatives (EFRs) through the Environmental Management Support Services contract. EFRs support the Environmental Management Coordinators (EMCs) at the 131 facilities/operations nationwide in implementing EMS program policies.
  • Serving as liaison and lead for the National Hazardous Materials Management program at the 450 TSA airport operations and facilities nationwide, providing support for environmental issues, storage tank management, environmental due diligence for real property transactions and permitting. Fulfills associated requirements, such as record keeping, facility audits, and regulatory compliance support.
  • Serving as a Contracting Officer Representative (COR) and subject matter expert (SME) for the National Hazardous Materials Management and Disposal Contract as well as other small contract actions associated with materials storage, signage, barriers, and the like. Performing various duties associated with coordinating and administering the contracts, including playing a major role in the development of the procurement package (i.e., Statement of Work (SOW) development, Independent Government Cost Estimate (IGCE) development, Source Selection Plans, Request for Proposal review, review of proposals). Overseeing the contract budget and spending and develops alternative solutions and options if potential problems occur. Developing resource requirements (funding and labor categories) for re-competition of the Hazardous Materials Management and Disposal contract.
  • Proposing preventive actions and methods for ensuring TSA environmental policies and practices align with emerging changes to TSA operations and activities. Participating in the development of recommendations for new and innovative approaches to supplement broad policies and objectives that are applicable to emerging TSA or program implementation issues. Evaluating current operating practices and recommends improved procedures and cost effective alternatives, identifying violations, preparing reports and findings, and recommending measures to mitigate or reduce environmental management system conformance or compliance findings discovered in the course of audits. To qualify for the SV-I pay band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience included applying advanced knowledge of the principles and methods of administering environmental management programs, and the laws and regulations related to environmental protection activities to perform complex project work or assignments within hazardous materials management and environmental management programs.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.


Conditions of Employment:

  • Must possess or be able to obtain within 18 months of appointment to this position an ISO 14001 Environmental Management System Auditor certification.
  • Must possess or be able to obtain within 18 months of appointment to this position a DHS Acquisition Program Manager Level I Certification.
  • This position requires a Level I Contracting Officer’s Representative (COR) Certification, per Department of Homeland Security (DHS) Acquisition Workforce Policy Number: 064-04-003, Federal Acquisition Certification for Contracting Officer’s Representative and Appointment and Revocation, dated August 8, 2012. Applicants not certified may still apply and be selected, but must be able to achieve certification within 18 months of appointment.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
