This Training Specialist position is located in the Workforce Engagement and Development Division (WEDD), General Training and Career Programs Branch, within the Office of Training and Workforce Engagement (OTWE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be providing oversight and guidance for the preparation of training, curricula, and supporting documentation for instructor-led, online, and blended learning programs. Typical assignments include, but are not limited to:

  • Collaborating with course sponsors and program managers to ensure course learning objectives, organizational training requirements, and agency mission and goals are validated and incorporated into the curriculum design process.
  • Developing and implementing the curriculum lifecycle for required general training courses. Formulating and presenting recommendations about how to address agency general training needs.
  • Assessing and validating agency training needs through analyzing organizational performance data, consulting with senior officials in program offices and subject matter experts, and conducting in-depth surveys, interviews, and focus groups with employees and instructors. Providing program offices and subject matter experts with feedback utilizing all communication methods regarding all aspects of the training program.
  • Collaborating with learning management system (LMS) staff to determine the appropriate strategy and approach for deploying training to the target audience.
  • Collaborating with LMS staff to develop, document, and improve processes for testing and deploying training to the target audience.
  • Establishing processes and procedures to continuously monitor, evaluate and improve the curriculum lifecycle.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Such experience includes demonstrate an advanced knowledge of training program principles, concepts, regulations, and practices to perform routine and varying training assignments; AND utilizing analytical methods and evaluative techniques related to teaching or curriculum design or applying adult learning concepts to plan, design, develop or evaluate training materials; AND providing advice, guidance and recommendations on a variety of training-related problems and needs.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
