This Safety and Occupational Health Manager position is located in the Occupational Safety, Health, and Environment Division, within the Office of Finance and Administration (OFA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as the primary point of contact for a geographically dispersed workforce, and assist Regional Directors, Federal Security Directors (FSDs), and their staffs in developing, planning, and implementing occupational safety and health programs to achieve and maintain compliance within Executive Orders and statutes, Federal regulations, DHS, and TSA policies and procedures. Typical assignments include but are not limited to:

  • Ensuring a safe and healthful work environment for employees at TSA operations and facilities, including the checkpoint and checked baggage areas at airports, offices, (both offsite locations, such as Mission Support centers and within airports) and warehouses.
  • Providing technical assistance, advice, guidance, direction, and recommendations to senior leadership, colleagues, and collaborating with other Federal agency personnel and external stakeholders in support of the TSA Occupational Safety and Health (OSH) Program.
  • Providing guidance and instruction to non-technical TSA staff (and others both internally and externally) on interpreting and applying occupational safety and health policy.
  • Evaluating field unit operations, facilities, and safety and occupational health program performance; planning and coordinating regular, comprehensive inspections, assessments, and investigations of TSA employee complaints of unsafe and unhealthful working conditions, catastrophes, fatalities, and serious accidents or incidents.
  • Preparing formal findings and recommendations for alleviation or elimination of hazards; negotiating settlements and implementation of corrective actions with TSA managers at the various organizational echelons and with external organizations such as the Occupational Safety and Health Administration, Airport Authority, or property lessons.
  • Analyzing mishap statistics and investigative reports to compare incident rates among field sites; evaluating economic loss due to damaged property, severity of injuries sustained, and environmental conditions surrounding mishaps.
  • Serving as a Contracting Officer’s Representative (COR) and Technical Monitor (TM) in support of OSH related contracts and interagency agreements (IAA).

To qualify for the SV-I Pay Band (equivalent to GS-13) you must have one year of specialized experience equivalent to the SV-H Pay Band or the GS-12 in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes applying safety and occupational health principles, practices, and regulations to develop and apply methods and techniques to improve program performance and policy; AND experience developing, scheduling, and managing safety and occupational health programs and resources.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.


CONDITIONS OF EMPLOYMENT:

  • This position requires a Level II Contracting Officer’s Representative (COR) Certification, per Department of Homeland Security (DHS) Acquisition Workforce Policy Number: 064-04-003, Federal Acquisition Certification for Contracting Officer’s Representative and Appointment and Revocation, dated August 8, 2012. Applicants must possess a DHS FAC-COR certification (copy required). Applicants not certified may still apply and be selected, but must be able to achieve certification within 18 months of appointment.
  • Travel to subordinate offices and field locations is required.
You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.

Well Qualified - applicants possessing experience that exceed the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job; and

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
