This Supervisory Transportation Security Specialist position is located in the Threat Assessment Division, National Explosives Detection Canine Team Program (NEDCTP), within the Office of Security Operations, (OSO) Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a Unit Chief and supervise a geographically dispersed workforce made up of a team of seven Regional Canine Coordinators (RCC) that supervise thirty seven National Explosives Detection Canine Team Program (NEDCTP) Field Canine Coordinators that are deployed to major transportation modes nationwide. Duties include:

  • Instructing RCCs on operational requirements, training needs, resources, milestones, deadlines, and explaining operational goals to align NEDCTP field operations with the TSA strategic plan and vision.
  • Monitoring day-to-day canine field operations and providing expert guidance to internal and external stakeholders in the deployment and utilization of assigned explosives detection teams in accordance with NEDCTP policies; Compiling and coordinating information from NEDCTP staff, field personnel, other Headquarters divisions within TAD and OSO (BDO, EOD, Mission Support, Field Operations, and Compliance) on requirements to strategically develop program or administrative reporting systems to automate and standardize data collection in the field.
  • Monitoring and analyzing the results of canine training missions and the evaluations of NEDCTP sponsored state and local police canine handlers or civilian handlers; Collaborating and communicating with a variety of internal and external TSA stakeholders to identify operational requirements and resources and share information on new program requirements.
  • Drafting, reviewing, and approving comprehensive written reports and other paperwork associated with canine operations; Assisting with the integration of NEDCTP strategic plans, mission, vision, and values into the Unit’s strategies, goals, objectives, work plans, and work products and services.
  • Representing the NEDCTP by conducting program project status briefings to senior leaders, internal and external to TSA.
  • Planning resources for inclusion in short-range planning guidance consistent with program objectives and goals; Serving as the TSA lead, subject matter expert, and principal point of contact in the assigned projects.
The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band J) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex

Supervisory/Managerial duties include serving as a first line supervisor for the organizational unit. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes applying standard practices and procedures to train, evaluate and recommend corrective action to increase an explosive detection canine team’s proficiency; experience conducting in-depth analysis using available software, databases, historical data, and current trends in order to identify and resolve problems or issues that cross organizational boundaries and impact on the accomplishment of strategic objectives.

To qualify for the SV-K Pay Band (equivalent to the GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes applying canine best practices to ensure efficiency of field operations of deployed teams; experience conducting performance data and trends analysis, to include the design and construction of data collection and field oversight tools.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
